SECTIONTHREE<strong>Plan</strong>ning Process Documentation3.2.3 HMP Update Process, 2011The 2011 <strong>Guam</strong> HMP update was prepared during a 3-month period from February throughApril 2011. To kick off the update process, during the second week of February 2011, theGHMO, HS/OCD <strong>Mitigation</strong> staff, and URS reviewed and analyzed each section of the 2008<strong>Guam</strong> HMP to determine which areas warranted an update and which ones did not.After the GHMO, HS/OCD <strong>Mitigation</strong> staff, and URS determined the draft course of action andimplementation schedule to complete the plan update, the GHMO organized the first HMACmeeting of 2011. The first HMAC meeting was held on February 24, 2011, and was attended by32 individuals, including representatives from Government of <strong>Guam</strong> agencies and otherorganizations (see Section 3.2.4 [<strong>Hazard</strong> <strong>Mitigation</strong> Advisory Committee]). Topics addressed bythe GHMO and URS included HMAC introductions, overview of the DMA 2000 and previousplanning efforts, the hazards profiled and assets inventoried in the 2008 <strong>Guam</strong> HMP, the planupdate schedule, and next steps. During this meeting, the HMAC determined that the tropicalcyclone subhazards should be broken out as separate stand-alone hazards. The HMAC alsodecided that three additional hazards should be profiled in the updated plan: non-seismic groundfailure hazards (sinkholes), slope failure (landslide, mudslide, and post-fire debris flow), andterrorism. URS asked the HMAC to review the 2008 <strong>Guam</strong> HMP and provide any additionalrecommendations not identified in the draft course of action prior to the second HMAC meeting.In the week after the first meeting, the GHMO and URS met with the BSP to obtain updatedasset information, the NWS-WFO to obtain input on hazard profile information, and the Waterand Environmental Research Institute of the <strong>Western</strong> Pacific, University of <strong>Guam</strong> (WERI), toobtain climate change information.During the approximately 2 weeks between the first and the second HMAC meetings, theGHMO and URS team focused on completing the draft risk assessment and updating theplanning process, island description, and plan maintenance sections.A second meeting of the HMAC and other interested parties was held on March 17, 2011. Themeeting was attended by 18 individuals. The meeting, which was led by the GHMO andsupported by URS, focused on reviewing the draft risk assessment, revising the list of potentialmitigation actions, and selecting high-priority mitigation actions to be included in theimplementation strategy.Approximately 1 week after the second HMAC meeting, the GHMO, with support from URS,prepared a Draft 2011 <strong>Guam</strong> HMP. The GHMO presented the draft document to the HMAC forreview and comment. At the beginning of April 2011, the GHMO, with support from URS,reviewed and incorporated comments received by the HMAC. The GHMO then submitted theFinal Draft 2011 <strong>Guam</strong> HMP to FEMA and the Governor and Lieutenant Governor’s offices forreview. On April X, 2011, the GHMO, with support from URS, incorporated all revisions madeby FEMA and the Governor and Lieutenant Governor’s offices and resubmitted the Final HMPto both offices for adoption by Executive Order. The Governor and Lieutenant Governor signedExecutive Order [order number to be inserted], adopting the Final 2011 <strong>Guam</strong> HMP on April X,2011.3-4
