SECTIONSEVEN<strong>Plan</strong> Maintenance ProcessIn assessing the changes that may have occurred in <strong>Guam</strong>’s planning context, the HMAC willrevisit the risk assessment to analyze the following:• Changes in development or demographic patterns• Recent disaster impacts and effects of mitigation projects on these impacts• New studies, data, and technology that affect the hazard profiles (location, extent, andprobability of future events)• New and/or additional information about EFMUTS and GBS• New standards for modeling vulnerability• Re-estimated lossesThe HMAC will review and revise the HMP mitigation strategy. The HMAC will address theavailability of new funding sources, the appropriateness of the goals, the priority of the existingmitigation actions, the state of ongoing or completed actions, the appropriateness of creating newmitigation actions, and the sufficiency of resources and funding for the existing and new actions.7.3 MONITORING PROGRESS OF MITIGATION ACTIVITIESThe DMA 2000 requirements for consideration by FEMA for monitoring the progress ofmitigation activities are shown below and addressed in the following text.DMA 2000 REQUIREMENTS – PLAN MAINTENANCE PROCESS – MONITORING PROGRESS OFMITIGATION ACTIVITIESMonitoring Progress of <strong>Mitigation</strong> ActivitiesRequirement § 201.4(c)(5)(ii): [The Standard State <strong>Plan</strong> Maintenance Process must include a] system formonitoring implementation of mitigation measures and project closeouts.Requirement § 201.4(c)(5)(iii): [The Standard State <strong>Plan</strong> Maintenance Process must include a] system forreviewing progress on achieving goals as well as activities and projects in the <strong>Mitigation</strong> Strategy.ElementA. Does the updated plan discuss if mitigation actions were implemented as planned?Source: FEMA 2008.7.3.1 Monitoring of <strong>Mitigation</strong> Actions and Project CloseoutsSimilar to earlier versions of the <strong>Guam</strong> HMP, the GHMO will continue to be responsible for theoverall monitoring of the status of the implementation strategy for the 2011 <strong>Guam</strong> HMP. As putinto practice since 2004, the GHMO will continue to monitor through its quarterly reportsrequirement system any open HMGP or PDM-funded mitigation projects that were initiallydeveloped and implemented using Super Typhoon Pongsona HMGP funding. As such, anyagency or department with an open mitigation project will submit (or continue to submit) aquarterly report to the GHMO, as shown in Appendix G (<strong>Plan</strong> Maintenance Documents), andthe GHMO will continue to monitor any open mitigation project throughout its lifespan.
