4. MODELS FOR MONITORING THE RESOURCES OFENTERPRISES4.1. Modelling the shared use of technological resourcesThe conventional manufacturing planning is based on the priority of relationsbetween the manufacturable part and the manufacturing plan. An enterprise shouldexpand the business market to the customer and supplier, which causes theenterprises to be expanded and globalized. Advanced manufacturing models, inwhich the member enterprises located in different regions, or even distributedthroughout the world, have closer relationships and collaborative benefits bycooperating in the development of products, which need Internet/Extranet/Intranetbasedinformation systems to support mutually beneficial collaboration inmanagement activities among its members (Tang, 2002). A central designconsideration of effective e-Work is “KISS” (Keep It Simple, System!), meaningthat the computer and communication support system can be designed as complexas necessary, as long as it can work autonomously, in parallel to and supportive ofhumans, subject to their inputs and instructions (Nof, 2006).Fields of machine building, metal and apparatus engineering can be characterisedas a rising trend in Estonia. At the same time the following overall tendencies haveto be taken into account in manufacturing industry:o general globalisation;o shrinkage of markets and formation of integrated manufacturing capacities;o increasing quality requirements and growing clients’ expectations tocontractors;o urgent demand for well trained personnel;o continuous appreciation of resources.These trends have a direct impact on the competitive position of an enterpriseforcing to look for new ways targeted at raising the marketing feasibility. Fromaforementioned an idea of current research has been derived, proposing clusters andco-operation networks as means for raising productivity and efficiency of anenterprise and thereby also for upgrading competitive ability. Only in co-operationcan large development projects, unprofitable for single enterprises, be realised.Likewise, it has to be taken into consideration that we are living and working inconditions of restricted resources (machinery, software, IT solutions, etc.) the costof which is progressively increasing. Therefore concentrated attention has to bepaid to rational or even shared use of resources.Requirements for shortening of cycle times, increase in quality and rational useof resources create main preconditions of need for special forms of co-operation.The Federation of Estonian Engineering Industry unites over 100 enterprises asan umbrella organisation. Estonian enterprises are mainly small or medium size andregionally concentrated in bigger cities. In competition with other countries, there isa problem of lack of technological resources and qualified personnel. Therefore theEML has initiated several projects to overcome the shortages and promoteclustering. In tight cooperation several solutions have been proposed. The proposed43
