Better efficiency and transparency of needed education and training in the sectorof machinery, metal and apparatus engineering is based on measurable privatesector labour demand. Academic world can more easily adapt and update currentstudy programmes according to the private sector labour force demand.4.4. Conclusions of Chapter 4The proposed model is capable for monitoring quality and quantity of technologicalresources in every participating enterprise of the network. Results at this phase areused to revise and develop the INNOCLUS database test version. In a longperspective when a critical mass of companies are involved the system results cansupport the strategic planning of technology transfer as well as it could be used as abasis for the industrial enterprises in order to elaborate co-operation networks anddevelop towards extended enterprises. Online resource databases allow effectivecooperation of production enterprises at least in machinery. Usability of suchdatabases can be significantly increased by adding search engines that are able toconstruct full production chain implementing user needs and restrictions. As shownin Chapter 3, model checking tool is one candidate for performing such chainconstruction task.The main objective of the proposed model is to supply enterprises andeducational institutions with updated information related to the needs, structure andqualification as well as the opportunities of finding the needed labour force. Animportant step towards this goal is to define and understand the needs of themanufacturing industry for training and education in manufacturing at the globallevel. Data regularly updated by enterprises and educational institutions willcontribute to the development of a time based information system concerninghuman resources. This will also give companies the opportunity and benefit toupgrade employees within the latest courses of manufacturing and managementbased on global industry needs and with the state of the art of educationalmethodologies. For increasing mutual trust the professional non-profit organisationsas well as local authorities should take the initiative in creation such networkedsystems. An important key factor is concurrent development and implementation ofvocational standards, including different levels for workers, engineers andmanagers.Current developments have proved interest and need for such a system, havingadvantages such as:• Informativity (large and multilevel data feeds)• Flexibility (possible to interact to changes in economic environment)• Operativity (always relevant)• Versatility (various tasks can be solved)• Farsightedness (enables predicting future changes)• Dynamism (enables to monitor processes in different time intervals)• Universality (the system is adjustable for other industrial sectors).The proposed system is in a phase of implementation in Estonian machinerysector. International cooperation towards development of unified templates forEuropean labour market goes on.55
