ENERGY EFFICIENCY AND RELIABll.1TY<br />

OCTOBER 8-11, 1994<br />

BURSHTYN CHP PLANT<br />

A reconnaissance visit was made to the Burshtyn Combined Heat and Power (CHP) Plant to<br />

meet with key personnel and to gather information and data regarding the CHP plant, operanons,<br />

performance and problems. The following key personnel were identified and/or met with:<br />

The purpose of this trip was to identify deficiencies in existing instrumentation required for<br />

monitoring, controlling and recording performance of ClIP Plant steam boilers combustion<br />

efficiencIes and water and steam quality as described in delivery order No.6. This information<br />

is required for defIning Scope of Work and necessary instrumentation and equipment required<br />

for performing the ClIP Plant Energy Audit to be described in the Deliverable "Project Plan"<br />

to be submitted for USAID/Kiev approval.<br />

DISCUSSION<br />

General Description of the Plant<br />

See attached previously written report. Block <strong>12</strong> is now under reconstruction including turbine<br />

repair, new lIP and LP cylinders, and a new 99% efficient Russian electrostatic precipitator.<br />

The next precipitators for block 11 and block 7 reconstruction in 1995 will be UkraInian<br />

manufacture. The boiler has all critical pressure <strong>part</strong>s and membranes replaced and the steam<br />

drum checked, with an expected 20-25 year life extension. This will restore the rating ofblock<br />

<strong>12</strong> to upgraded 225 MW design and will be finished in April 1995.<br />
