DISCUSSION<br />

Of all the personal contacts made In February, 1995, we met only one person, Peter<br />

Solovey - Chief of Maintenance De<strong>part</strong>ment The former Chief Engineer, Vladimir<br />

Luchnlkov was promoted two years ago to First Deputy MInister of Energy In Kiev The<br />

new Chief Engineer - Vladlmer Soroka was promoted from the BOiler De<strong>part</strong>ment He was<br />

very busy and did not seem to be familiar With the work we were dOing<br />

There IS a Canadian company at the plant working on "Group Project Implementation", a<br />

$260 million World Bank loan for rehabilitation of Units 6, 7 & 8 It was said that they are<br />

prepanng tenders ThiS firm has Installed a satellite system for telephone, fax and E-mail<br />

They find the Enerac combustion analyzer to be very good compared to other Instruments<br />

However, they do not see any advantages to use It effectively In thIS plant on the<br />

supercntlcal bOilers, as there are no appropnate measunng ports They claim that the<br />

Instrument IS expensive to maintain, requlnng calibration every three months, With a<br />

calibration gas kit which they do not have Also, the oxygen sensor must be replaced<br />

every year They recently received a new sensor, but haven't Installed It yet because they<br />

cannot calibrate It (supplemental calibration gas kits have been reordered for each plant)<br />

The Infrared thermometer IS used a lot In the Electncal De<strong>part</strong>ment for checking contacts<br />

Mechanical techniCians use It on generator and turbine where they cannot measure direct<br />

It IS used for routine maintenance measunng hot spots on bus connections, at dlstnbutlon<br />

substation, on motors, bearings, transformer bushings, Insulators, etc They now use the<br />

Infrared thermometer In place of manual hand test for rotor and stator "hot spots" They<br />

also use It on heat exchangers to find scale and sludge bUild-up In heat exchangers<br />

Sometimes the technical people Will not belIeve the Instruments, but Will trust their<br />

expenence or hand or senses An example IS for coal mill bearings where many have<br />

been destroyed. but the Infrared thermometer can find hot spots qUickly and save a lot of<br />

money It would be very useful for operations to have thiS Instrument. everybody who<br />

needs It, Instead of one man It would be best for each control room to have one<br />

Last Monday, 21 July. they started uSing the Panametncs ultraSOnic flow meter to measure<br />
