h. Architectural DetailsArchitectural details shall be carried on all sides <strong>of</strong> a building6. Signage Standards.a. In order to encourage a diverse and visually interesting environment,signage in the Arts District is exempt from the automatic application<strong>of</strong> size, type and area limitations. However, the exemption does notprohibit <strong>City</strong> staff, <strong>Plan</strong>ning Commission, and the <strong>City</strong> Council fromimposing limitations on the approval <strong>of</strong> such signage. Construction,location, installation, maintenance and issuance <strong>of</strong> certificates forsignage shall be in accordance with Title 19.14.b. For development that is subject to the Site Development <strong>Plan</strong> Reviewprocess as described in Title 19.18, signage shall be reviewed and approvedas part <strong>of</strong> the development plan for the property.c. For all other applications, signage shall be reviewed and approved bythe <strong>Plan</strong>ning & Development Department staff.d. Signage shall reflect the arts-related nature <strong>of</strong> the district by incorporatingartistic details, sculptural elements, three-dimensional features,ornate designs, or other similar expressive elements.e. Signage shall be consistent with the architectural character <strong>of</strong> thebuilding to which it is attached or related.f. The size and area <strong>of</strong> the signage shall be appropriate to the businessbeing advertised (<strong>Plan</strong>ning & Development Staff determine appropriateness).g. Wall signage shall be designed as an integral element <strong>of</strong> the façadeand shall be appropriately sized and located relative to other façadeelements.h. The signage may be internally or externally illuminated, provided itdoes not create unnecessary glare or pose impacts to residential unitsor abutting properties.i. Murals or other artistic treatments that do not contain a commercialmessage are not considered signage.j. Signage for parcels adjacent to <strong>Las</strong> <strong>Vegas</strong> Boulevard shall be in fullconformance with Title 19.06.140, Scenic Byway Overlay District, andshall be reviewed by the <strong>Downtown</strong> Design Review Committee.7. Landscape Standards.a. All landscape plans must comply with the <strong>City</strong> <strong>of</strong> <strong>Las</strong> <strong>Vegas</strong> MunicipalCode Chapter 14.11 Drought <strong>Plan</strong>. Where landscape standards differ inthe <strong>Las</strong> <strong>Vegas</strong> <strong>Downtown</strong> <strong>Centennial</strong> <strong>Plan</strong> then Chapter 14.11 will prevail.b.
