Paralleling <strong>Las</strong> <strong>Vegas</strong> Boulevard to the west, Fourth Street serves as asecondary south-to-north one-way linkage between the two established casinoanchors. This street features unique paving, landscaping, and lighting elements.As a secondary gateway route to downtown, it relieves traffic congestion on <strong>Las</strong><strong>Vegas</strong> Boulevard and connects directly to an Interstate 515 entry ramp on the north.23Lewis Avenue has been developed into the primary east-west pedestriancorridor for the revitalized Office Core District. The In-Town Office Buildingand the public-private re-use <strong>of</strong> the historic Fifth Street School complex presenttremendous opportunities. The new <strong>Centennial</strong> plaza features a farmers marketon occassion. The Lloyd George Federal Court House and the Regional JusticeCenter act as anchors for the District and are connected via Lewis Avenue.First Street, from Boulder Avenue to Garces Avenue, and from BonnevilleAvenue to Fremont Street Experience, will be developed as the Arts Trailand will function as a major pedestrian link between 18b The <strong>Las</strong> <strong>Vegas</strong>Arts District and the Fremont Street Experience located within the CentralCasino Core District. Widened sidewalks and an enhanced pedestrianexperience shall contribute to the revitalization <strong>of</strong> this central downtown area.LAS VEGAS DOWNTOWNCENTENNIAL PLANURBAN DESIGNFRAMEWORKFremont Street Experience, running between Main Street and <strong>Las</strong><strong>Vegas</strong> Boulevard, serves as a major east-west pedestrian connection, linkingmost major downtown casinos together and providing a pleasant, themedentertainment and strolling environment. This last link <strong>of</strong> the Tortise Trailleads directly into the Entertainment Trail that begins on the east side <strong>of</strong> <strong>Las</strong><strong>Vegas</strong> Boulevard. The Fremont Street Experience is a major local landmarkand downtown destination center with its high-tech canopy providingentertainment by night and shaded, breezy streetscape for daytime strolling.Strong consideration shall be given to creating a pedestrian and visuallinkage to the Parkway Center site as it develops to the west <strong>of</strong> the FremontStreet Experience and the Office Core District. The same emphasis will beplaced east <strong>of</strong> the Experience as a way to link with the Fremont East District.The six-block area abutting Fremont Street between <strong>Las</strong> <strong>Vegas</strong> Boulevardand 8th Street was designated the city’s Fremont East District on October 2, 2002by Ordinance 5521. Nightclubs with live entertainment and no gaming shalldominate this area <strong>of</strong> downtown and compliment the Central Casino Core District.The Entertainment Trail (Graphic 2), part <strong>of</strong> the Urban Pathways System, beginsat <strong>Las</strong> <strong>Vegas</strong> Boulevard and proceeds east to Eighth Street where it turns and goessouth terminating at the <strong>Las</strong> <strong>Vegas</strong> Academy’s new cultural productions theater.LAS VEGAS DOWNTOWN CENTENNIAL PLANPD-0012-08-2012RS
