D. LINKAGES17Linking the ten districts <strong>of</strong> downtown <strong>Las</strong> <strong>Vegas</strong> with one another and withpoints outside <strong>of</strong> downtown is very important. Major vehicular linkages existthat connect important places in the <strong>City</strong> including anchors such as the casinodistricts, landmarks, neighborhoods, public uses, and private developments.A system <strong>of</strong> linkages that bolsters the integration <strong>of</strong> uses and overall designcharacteristics <strong>of</strong> downtown is the urban pathway system (Map 6). This systemconnects the various cultural amenities located throughout downtown by apedestrian friendly network <strong>of</strong> streets with enhanced features (Map 7). A wayfinding system will assist visitors in locating these downtown amenties. The<strong>City</strong>, along with the Regional Transportation Commission (RTC) and the NevadaDepartment <strong>of</strong> Transportation (NDOT), continues to widen and improveroadways entering downtown and throughout the surrounding <strong>Las</strong> <strong>Vegas</strong> Valley.PHOTO 12: EXAMPLE OF URBAN PATHWAY ELEMENTThe RTC proposes theACE Rapid Transit route todowntown as an extension<strong>of</strong> the monorail system thatterminates at Sahara Avenue.Additionally, a regional fixedguideway rail transit systemconnecting the Nevada StateCollege in Henderson to theproposed UNLV north campusin North <strong>Las</strong> <strong>Vegas</strong>, passing through the Strip corridor and downtown <strong>Las</strong> <strong>Vegas</strong>,is being studied. Recent discussions suggest that the first phase <strong>of</strong> the TransrapidHigh-Speed Train, which shall ultimately connect <strong>Downtown</strong> <strong>Las</strong> <strong>Vegas</strong> to LosAngeles and Anaheim, California, could well move ahead in the next few yearswith federal support for at least the first phase connecting <strong>Las</strong> <strong>Vegas</strong> to Primm,Nevada. The development <strong>of</strong> these systems, the continuation <strong>of</strong> Greyhound busservice, and the necessary relocation <strong>of</strong> the <strong>Downtown</strong> Transportation centerfor the CAT bus system to a larger site creates the opportunity to develop amulti-purpose <strong>Downtown</strong> Transportation Hub, or Intermodel TransportationCenter. Such a center could serve as an obvious linkage between downtownand the Union Pacific site (referred to as Parkway Center within the context <strong>of</strong>the <strong>Plan</strong>), and include substantial parking, retail and commercial facilities.
