II. URBAN DESIGN FRAMEWORK15The Urban Design Framework establishes the following urban designconcepts and general urban planning principles for Downtown Las Vegas:A. GATEWAYSEntry points to important places are largely ceremonial in nature, symbolicallymarking the point of passage from one district into another. Las Vegashas several entry points into the downtown area, some of which are not nowdistinctively delineated. The gateways into downtown will receive specialtreatment, including landscaping, lighting, signage, and other related improvementsas funds become available. This will make them distinctive within theurban environment and establish a civic presence and sense of pride for visitors,workers and residents of downtown. Secondary gateways between thevarious districts and surrounding neighborhoods will also feature physicalimprovements of landscaping, lighting, and signage to announce that transition.LAS VEGAS DOWNTOWNCENTENNIAL PLANURBAN DESIGNFRAMEWORKOne important gateway feature has been installed at Fourth Streetand Las Vegas Boulevard. It consists of the Welcome to FabulousDowntown Las Vegas neon sign in a garden-like canopy of date palms.18b The Las Vegas Arts District Neighborhood Association has identifiedfour locations to highlight as gateway entries into the district. Thefour locations are Charleston Boulevard at Las Vegas Boulevard, CharlestonBoulevard near Main Street, Fourth Street at Colorado Avenue and MainStreet near Hoover Avenue. It is anticipated that each of the ten districtswill develop gateways and characters of their own in due course.B. ANCHORSLas Vegas is world renown for its casinos and entertainment. The planbuilds upon that status in its delineation of substantial casino districts, perpetuatingan image, character, and history that are uniquely Las Vegas. 16the south form two distinct areas of landmark status. The visual prominenceof the Stratosphere Tower as the compass point for the Las Vegas Valley andthe classic Las Vegas casinos nestled into the urban fabric along Fremont StreetExperience provide downtown with two entertainment and activity anchors.C. SPINELAS VEGAS DOWNTOWNCENTENNIAL PLANURBAN DESIGNFRAMEWORKLas Vegas Boulevard is the downtown identity street. The Boulevardsouth of downtown is simply known as “The Strip.” Lined with casinos andcharacteristic brilliant signage, it has established Las Vegas’ image like no otherurban element. The Plan utilizes that imagery by extending the landscapenorth into Downtown Las Vegas and building upon the legacy of The Strip,thereby forging a new identity for downtown. Las Vegas Boulevard forms themajor north-south spine thru downtown. Through landscape improvements,right-of-way width expansion, lighting, signage, and urban design standards,it has become a key urban design and orientation element for downtown.A key, unifying, element along the Las Vegas Boulevard is the restorationand display of historic neon signs along the landscaped median. The famousHacienda Horse and Rider (Photo 11) sets the standard to be followed andis located at the Fremont Street intersection. When completed, there willbe one-restored historic neon sign on each block of Las Vegas Boulevardbetween Sahara Avenue and Washington Avenue. Restored signs will also befound along various urban pathways.The Las Vegas Boulevard portionknown as “The Strip,” was designatedby the Federal HighwayAdministration as a National ScenicByway and an All-American Road, in1996.
