66i. The owner, developer and occupant <strong>of</strong> the property are jointly andseverally responsible for maintaining or assuring the ongoing maintenance<strong>of</strong> installed landscaping so that the landscaping continues tothrive.j. All landscape located within the public right-<strong>of</strong>-way shall have anencroachment agreement from Public Works prior to installation.8. Construction Standards.LAS VEGAS DOWNTOWNCENTENNIAL PLANDESIGN STANDARDSPER DISTRICTa. Noise. The entire <strong>Las</strong> <strong>Vegas</strong> <strong>Downtown</strong> <strong>Centennial</strong> <strong>Plan</strong> area shall beconsidered a non-residential, commercial use district as related to thenoise ordinance, per Title 9.16.b. Construction Fences. Construction fences within the <strong>Las</strong> <strong>Vegas</strong><strong>Downtown</strong> <strong>Centennial</strong> <strong>Plan</strong> area shall be subject to the requirementslisted in Title 19.18.100, “Temporary Commercial Permit.” In additionto the requirements listed in Title 19.18.100, the following standardsshall also apply:1. Any exposed plywood utilized for construction fencing shall bepainted. Where chain link fencing is utilized, a privacy screenshall be utilized so as to screen and protect passersby from theconstruction activities.2. The construction fencing shall not be allowed to encroach publicrights-<strong>of</strong>-way, except as otherwise approved by the <strong>City</strong> TrafficEngineer or designee.3. The construction fencing shall be no higher than 12 feet.4. Plywood fencing with a canopy over the sidewalk providing a coveredwalkway shall be required wherever multi-level construction isoccurring adjacent to the sidewalk. These covered walkways mustbe designed per International Building Code Chapter 33, Section3306 and permitted through the Building Department. Sidewalkclosures with pedestrian detouring will not be permitted in lieu <strong>of</strong>the walkway canopy unless authorized by the <strong>City</strong> Traffic Engineer.c. Construction and Real Estate Signs. Permits for construction and realestate signs shall be issued in accordance with Title 19.14. In addition,the following standards shall apply:1. Construction signs shall be located on the same site as the approveddevelopment, or on the same site as an approved construction yardfor that specific development. Real estate signs may be located onthe same site as the approved development, or on the same site asan approved Temporary Real Estate Sales Office where allowed.LAS VEGAS DOWNTOWN CENTENNIAL PLANPD-0012-08-2012RS
