"(8) The Treasury Officer is only responsible to supply complete and correctinformation regarding such pensioners.(9) The Treasury Officer should arrange to get a sufficient supply of thepost-card size non-employment certificate forms from the ControllerStationery and Text Books M. P. Bhopal.(10) The Treasury Officer should give pensioners all the informationnecessary to enable them to take advantage of the concession andparticularly instruct them as to the manner in which form referred to inclause(9) above is to be used and the purpose which it is intended toserve.Note:- The procedure authorised in this rule may be applied mutains mutandis topensions payable at a sub-treasury or any other disbursing office.380(1) Where owing to old age or infirmity, or in consequence of some physicaldisability, it is not possible for a pensioner to present in person to the TreasuryOfficer, a declaration electing to have his pension paid by money order, the TreasuryOfficer may accept instead a written declaration signed by the pensioner and dulyverified under his seal by a gazetted officer, a magistrate, a tahsildar, a naibtahsildar,a Development Assistant, a police offic er not below the rank of Sub-Inspector in-charge of police station or any Government Officer or equivalent rankhaving his headquarters at the place where the pensioner is living for the time being.The Officer verifying the declaration shall specify the circumstances in which he holdsthat it is not possible for the pensioner, to present the declaration in person to theTreasury Officer. (Govt. of India's correction slip 624 to Central Treasury Rule361(1)).(2) Should the pensioner be physically incapable of signing the declaration,the Treasury Officer may authorise payment on production of a certificate from theCivil Surgeon of the district or a registered medical partitioner to the effect that theCHAPTER IV 12 of 60WITHDRAWAL FROM <strong>THE</strong> CONSOLIDATED FUNDAND <strong>THE</strong> PUBLIC ACCOUNT
