<strong>THE</strong> <strong>MADHYA</strong> <strong>PRADESH</strong> <strong>TREASURY</strong> <strong>CODE</strong>VOLUME INote:1- It is not permissible to draw cheques and deposit them in the departmentalcash chests at the end of the year for the purpose of showing the full amountof the grant as utilished. (See Subsidiary Rule 284).Note:2- Payments due to contractors may be made to their banks direct inaccordance with the provisions of the Note below Subsidiary Rule 171(e).PAYMENTS TO LABOURERS407. As a general rule, and subject to such exceptions as may be authorized bydepartmental, wages of labourers engaged departmentally shall be drawn on musterrolls showing the names of the labourers, number of days they have worked and theamount due to each. The daily attendance and absence of laboures and fines, if any,infixed on them must be so recorded as to prevent any tampering with orunauthorized additions to, the entries once made.Subject as provided above, the muster rolls may be kept in such form and inaccordance with such methods as have been prescribed by the Public WorksDepartment. It is the initial record of the labour employed each day on a work andmust be written up daily by the subordinate deputed for the purpose.408. The payment made on muster rolls must be made or witnessed by theGovernment servant of the highest standing available in the disbursing office, whoshould certify to the payments individually or by group. The amount paid on eachdate shall be noted in words as well as in figures at the foot of the muster roll.409. If any items remain unpaid, the details thereof must be recorded separately inthe muster roll in which they were originally drawn, before it is finally passed by theperson who made the payment. Unpaid item shall subsequently be carried forwardfrom muster roll to muster roll unit they are paid, the payments being recorded andcertified in the same way as current items.Notwithstanding anything contained in this rule, it will be optional withdisbursing officer to adopt any other alternative method of making payment ofunpaid wages, provided that a systematic record of items remaining unpaid isCHAPTER IV 38 of 60WITHDRAWAL FROM <strong>THE</strong> CONSOLIDATED FUNDAND <strong>THE</strong> PUBLIC ACCOUNT
