<strong>THE</strong> <strong>MADHYA</strong> <strong>PRADESH</strong> <strong>TREASURY</strong> <strong>CODE</strong>VOLUME INote:- In special circumstances Collectors and heads of departments are empoweredto exempt pensioners from personal appearance for the purpose of drawingpensions.363. A pensioner of any description, who produces a life certificate signed by someperson exercising the powers of a Magistrate under the Criminal Procedure Code, orby any Register or Sub-Registrar appointed under the Indian Registration Act, 1908,or by pensioned officer who, before retirement exercised the powers of a Magistrate,or by any gazetted officer, or by a retired gazetted officer in respect of thesepensioners only who draw pension from the same treasury from which he himselfdraws his own pension, or by a police officer not below the rank of Sub-Inspector incharge of a Police Station or by a Post master, a Department Sub-Postmaster, or anInspector of Post Officers, or by a Class I Officer of the Reserve Bank of India or anOfficer of the State Bank of India or a Sub-Accountant appointed as an Agent or asan Accountant at a branch of the State Bank of India, or an Officer of a subsidiarybank of the State Bank of India, or by a Member of the Madhya Pradesh LegislativeAssembly or by the Sarpanch of Gran Panchayat or by a bank included in the SecondSchedule to the Reserve Bank of India Act 1934, in respect of a pensioner drawinghis pension through that bank is exempted from Personal appearance.A pensioner not resident in India in respect of whom his duly authorisedagents produces a life certificate signed by a Magistrate, a Notary, a Banker or adiplomatic Representative of India is exempted from personal appearance.364. Payment of pensions to police pensioners may be made in accordance with therules in this section, but if the disbursing officer entertains any doubt as to theidentity of such a pensioner, he may require the local Inspector of Police to identifyhim. The Inspector would then be responsible for the correct identification of thepensioner.365. A pensioner not resident in India may with the permission of Reserve Bank ofIndia draw his pension in India through a duly authorised agent, processing a legallyvalid power of attorney, who must produce a life certificate on each occasion, unlessCHAPTER IV 2 of 60WITHDRAWAL FROM <strong>THE</strong> CONSOLIDATED FUNDAND <strong>THE</strong> PUBLIC ACCOUNT
