MARKETResearch Bill 2008In international terms Sweden has a prominent position withregard to investment in research and development. However, thereare signs that the position of Swedish research has weakened inrecent years, which can be explained in part by the fact that governmentresources for research and development have provedinsufficient over a number of years. To counteract the downwardtrend and to retain the high level of scientific quality in Swedishresearch a higher level of investment is required. In 2008, a newresearch policy bill will be presented in which the governmentintends to propose a series of measures to reinforce Swedishresearch. Already in 2008 resources for research and developmentare expected to increase by approximately SEK 1.6 billion. The initiatives will mainly take place at strong research environmentswhere the ambition is for Sweden to compete with the bestenvironments in the world.Through its chairmanship of the Nordic Council of Ministers for2008 Sweden will be working to promote Nordic collaboration withhigh quality and increased competition as the objectives. One of theprimary aims is to promote a common Nordic research infrastructure.Commission Area Established Report presentedResources for quality “Rut 2” A review of the resource allocation system for education and research. 12-4-2006 2-11-2007Abolition of compulsory student unionmembershipA proposal to abolish compulsory membership of the student union coupled withassurance of student influence and good social benefits.4-4-2007 15-2-2008Research organisationFreedom commissionNeeds and conditions within clinicalresearchSocial benefits for students commissionEvaluation of the research financing organisation and, if necessary, proposals forchanges.A review of operational forms for colleges and universities with a focus onincreased self-governanceAn inquiry into meeting conditions for clinical research as well as health serviceresearch.
