IkonaËno, energetski subjekt duæan je predloæitipromjenu visine tarifnih stavki uz uvjet da oËekivaniprihod u buduÊoj regulacijskoj godini, izraËunatprema odgovarajuÊem tarifnog sustava, ne prelaziprihvaÊene planirane ukupne troπkove poslovanja,korigirane za eventualna opravdana ili odobrenaodstupanja.Pored prethodnog bitno je istaÊi da su utvrappleene isljedeÊe obveze energetskih subjekata:∑ rok za usklaappleivanje poslovanja s odredbamatarifnog sustava je πest mjeseci,∑ obveza dostavljanja podataka, posebno planaposlovanja te plan razvoja i izgradnje, odnosnotrogodiπnjeg plana razvoja i izgradnje, kojegsubjekt donosi uz suglasnost Agencije, i to:· do 31. 5. sadaπnje regulacijske godine ∑financijska izvjeπÊa za prethodnu regulacijskugodinu potvrappleena od ovlaπtenogneovisnog revizora,· do 30.11. sadaπnje regulacijske godine -planovi poslovanja.4 ZAKLJU»CI OKRUGLOGSTOLA O ULOZIREGULATORNOG TIJELAU DONO©ENJU TARIFNIHSUSTAVANakon svih prezentacija i rasprava u kojima susudjelovali predstavnici regulatornih tijela iz Francuske,Austrije, Slovenije, Maapplearske i Hrvatske,te predstavnici Hrvatske elektroprivrede d.d.,odnosno predstavnici energetskih subjekta u RepubliciHrvatskoj za koje se donose i primjenjujuodgovarajuÊi tarifni sustavi, utvrappleeni su zakljuËciOkruglog stola. Ti zakljuËci su bili kako slijedi:1) Okrugli stol uspjeπno je organiziran i provedeni u potpunosti je opravdao razloge organiziranja,ponudivπi niz odgovora na vaæna pitanja i dilemeglede pristupa, sadræaja i forme regulacije,provedbenih procedura i metodologija regulacije,metodologija tarifnih sustava i strukture samihtarifnih stavki. Naravno, sudionici nisu propustilinaglasiti i pojasniti niz provedbenih ili proceduralnih,dakle pojavnih i praktiËnih problema s kojimase susreÊu regulatorna tijela i regulirani energetskisubjekti, naroËito oni koji su nositelji monopolnihdjelatnosti i obveza javnih usluga.2) PredavaËi su sudionike Okruglog stola uveliu predmetnu problematiku i ukazali im na opÊuprisutnost sliËnih pitanja i dilema u svim zemljatedby an energy entity during the current regulatoryyear, and after it knows the total operational costs forthe first half of the year. Finally, the energy entity isrequired to propose a change in the amount of tariffitems under the condition that the anticipated revenuein the subsequent regulatory year, calculatedaccording to the corresponding tariff system, doesnot exceed the accepted planned total operationalcosts, corrected for eventual justified or authorizeddiscrepancies.In addition to the above, it is essential to emphasizethat the following obligations of energy entitieshave also been determined:∑∑the deadline for the coordination of operations withthe provisions of the tariff system is six months,the obligation for the submission of data, especiallya plan of operations and a plan for developmentand construction, i.e. a three-year plan fordevelopment and construction, that the subjectadopts with the approval of the Agency, as follows:· by May 31 of the current regulatory year ∑financial reports for the previous regulatoryyear that have been audited by an authorizedindependent auditor, and· by November 30 of the current regulatoryyear ∑ operational plans.4 CONCLUSIONS OF THE ROUNDTABLE DISCUSSION ON THEROLE OF THE REGULATORYBODY IN THE ADOPTION OFNEW TARIFF SYSTEMSFollowing all the presentations and discussions in whichthe participants were the representatives of the regulatoryagencies of France, Austria, Slovenia, Hungaryand Croatia; representatives of Hrvatska elektroprivredad.d., and representatives of the energy entities inthe Republic of Croatia for whom the correspondingtariff systems are being adopted and applied, conclusionswere reached by the Round Table, as follows:1) The Round Table was organized and conductedsuccessfully. It fully justified the reasons for which itwas held, providing a range of answers to importantissues and dilemmas related to the approach, regulatorycontents and form, implemented procedures,regulatory methodology, tariff system methodologyand the structure of the tariff items themselves.
