nizma, ukljuËujuÊi i sadræaje i elemente metodologijetarifnih sustava, s odgovarajuÊim okruæjima,ulogama regulatornih tijela, odnosno pristupima,sadræajima i elementima regulacije i tarifnih sustavau Francuskoj, Austriji, Sloveniji i Maapplearskoji Hrvatske [11], [12], [13] i [14].Na slici 1 prikazan je tijek procesa restrukturiranjaelektroenergetskog sektora i træiπta elektriËneenergije, iz njegove vertikalno integrirane struktureu strukturu koja u svezi s træiπnim djelatnostimaproizvodnje elektriËne energije i opskrbe elektriËnomenergijom primarno podrazumijeva konkurentnookruæje i træiπnu utakmicu, a glede monopolnihmreænih infrastrukturnih sustava reguliranookruæje po principu reguliranog pristupa treÊe strane,dakle po tarifama i ostalim uvjetima pristupakoji su unaprijed utvrappleeni, razvidni i nepristrani.SpecifiËna struktura regulacije i tarifnih sustavauvjetovana je zakonom utvrappleenom obvezom javneusluge opskrbe elektriËnom energijom tarifnihkupaca. OËito je da Êe tu specifiËnu strukturu ubuduÊnosti znaËajno uvjetovati dinamika otvaranjatræiπta elektriËne energije, tj. brzina kojom Êe sesegment opskrbe i obveza prema tarifnim kupcimasmanjivati, a segment povlaπtenih kupaca rasti.ing these problems at a meeting with the representativesof various interested parties. It wouldbe especially important to hear about the experiencesand positions of the relevant experts fromthe European regulatory bodies and countries withmany years of experience in economic regulation,whether these countries that have been members ofthe EU for many years or have only recently becomemembers of the EU. In the introductory section,representatives of the Agency and the regulatedentities in the Republic of Croatia presented therole of the Agency in detail as a regulatory body,the chosen and applied regulatory approaches andmechanisms, i.e. the contents and elements of themethodologies of the tariff systems that were adoptedin the Republic of Croatia in December 2006 forthe energy activities of the generation of electricity,with an exception for favored customers, the supplyof electricity, with the exception of favored customers,the transmission of electricity and the distributionof electricity [8], [9] and [10]. The Round TableDiscussion provided an excellent opportunity for thecomparison and discussion of Croatian legislationand the regulatory environment, i.e. the regulatoryapproach and mechanisms, including the contentsand elements of the methodology of the tariff systems,with the corresponding environments, roles ofthe regulatory bodies, i.e. the approaches, contentsand elements of the regulations and tariff systemsin France, Austria, Slovenia, Hungary and Croatia[11], [12], [13] and [14].In Figure 1, the process of the reconstruction of theelectricity sector and the electricity market is presented,from its vertically integrated structure in astructure that in connection with the market activitiesof the generation of electricity and the supplyof electricity is primarily understood to mean thecompetitive environment and market competition,and regarding the monopolistic network infrastructuresystems, the regulated environment accordingto the principle of the third party acces accordingto tariffs and other conditions of access that havebeen determined in advance, and are transparentand nondiscriminatory. The specific structure of theregulatory and tariff systems was conditioned by thelegally established public service obligation of thesupply of electricity to tariff customers.
