∑ treba li regulatorno tijelo biti ta instanca kojaÊe utvrditi jediniËni troπak pojedine opreme,∑ koje sastavne dijelove mora sadræavati svakirazvojni/investicijski plan.Na ova pitanja i dileme ERRA-in Odbor za tarife icijene pokuπao je u 2005. godini odgovoriti krozanalizu iskustava dræava Ëlanica [9]. Meappleutim,provedena analiza je pokazala da se uloga regulatornogtijela u donoπenju razvojnih/investicijskihplanova znaËajno razlikuje ovisno o zakonskimrjeπenjima, nadleænostima regulatornih tijela testruËnoj, tehniËkoj i financijskoj osposobljenostiregulatornih tijela.Upitnik koji je tom prilikom pripremljen, analizirani prezentiran sadræi 33 pitanja. Svoje odgovorena pitanja iz Upitnika dala su regulatorna tijelaiz 12 dræava (Armenija, Bosna i Hercegovina,Bugarska, Hrvatska, Estonija, Gruzija, Latvija, Litva,Makedonija, Poljska, Rumunjska i Ukrajina).U dræavama koje su odgovorile na Upitnik brojOPS-ova uglavnom je jedan, dok se broj ODS-ovakreÊe izmeappleu 1 i viπe od 200 (Poljska). U veÊinidræava regulatorno tijelo daje suglasnost na razvojne/investicijskeplanove OPS-a i ODS-a (slika 1).Meappleutim, postoje i rjeπenja u kojima regulatornotijelo nije ukljuËeno u proces donoπenja planova,veÊ je to npr. u potpunosti u nadleænosti energetskihsubjekata. Razdoblje na koje se donose planovikreÊe se od jedne do deset godina, kako zaOPS tako i za ODS.∑ how deep and thorough should a regulatorybody’s involvement be in the preparation andadoption of development/investment plans, especiallyregarding strategic dilemmas or technicalsolutions?∑ should the regulatory body be the one to definethe unit costs of individual types of equipment?∑ what are the integral parts that every development/investmentplan should have?In 2005, the ERRA Tariff/Pricing Committee attemptedto answer these questions and dilemmas throughanalysis of the experiences of the member countries[9]. However, the analysis performed demonstratedthat the roles of the regulatory bodies in the adoptionof development/investment plans vary significantly,depending upon the legal solutions, the authorities ofthe regulatory bodies and the professional, technicaland financial abilities of the regulatory bodies.The questionnaire that was prepared, analyzed andpresented on this occasion has thirty-three questions.The regulatory bodies from twelve countries (Armenia,Bosnia and Herzegovina, Bulgaria, Croatia, Estonia,Georgia, Latvia, Lithuania, Macedonia, Poland,Rumania and the Ukraine) answered the questionson the questionnaire. In the countries that respondedto the questionnaire, the number of TSO (transmissionsystem operators) is generally one, while thenumber of DSO (distribution system operators) rangesbetween one and over two hundred (Poland). Inthe majority of the countries, the regulatory body issuesapproval for the development/investment plansof the transmission system operators and distributionsystem operators (Figure 1). However, there are alsosolutions in which the regulatory body is not includedin the process of the adoption of plans but instead,for example, the energy entities have full authorizationfor this.
