πto je u skladu s prijedlogom Mreænih pravilahrvatskog elektroenergetskog sustava(koja u trenutku donoπenja ZakljuËka nisubila usvojena), a u kojima se takav kriterijjednoznaËno ne definira,2) planirati izgradnju objekata te zamjenui rekonstrukcije objekata na naËin dapredviappleeni objekti zadovoljavaju definiranekriterije,3) iskazati troπkove HNOSIT-a d.o.o. odvojenood planova HEP Prijenos d.o.o. te ihprocijeniti u skladu s ulogom koju HNOSITd.o.o. preuzima prema Zakonu o træiπtuelektriËne energije,III. U daljnjim koracima potrebno je zapoËeti sasljedeÊim radnjama:1) definirati zahtjeve koji se postavljaju naprijenosnu mreæu prvenstveno u smislukvalitete elektriËne energije isporuËeneizravnim i distributivnim kupcima (frekvencija,napon, raspoloæivost mreæe),te s obzirom na strateπka pitanja razvojamreæe (samodostatnost, tretman susjednihmreæa u planiranju, tranziti i uloga mreæeu træiπtu elektriËne energije, izgradnja novihinterkonekcija, modernizacija sustava,kriteriji izgradnje GIS postrojenja i dr.),2) formirati jedinstvenu bazu podataka nuænuza planiranje razvoja mreæe te definiratineke osnovne ulazne podatke bitne kodplaniranja poput jediniËnih troπkova neisporuËeneelektriËne energije, jediniËnihcijena visokonaponske opreme, diskontnestope za potrebe planiranja i dr.,3) za svaki objekt predviappleen za izgradnju ilizamjenu i rekonstrukciju izraditi tehnoekonomskielaborat iz kojeg bi proizaπlo dali razmatrani objekt zadovoljava kriterijeplaniranja definirane Mreænim pravilima iostalim pripadnim dokumentima.ZakljuËak sliËnog karaktera VRED je donio i prilikomocjene Plana razvoja i izgradnje distribucijskemreæe za razdoblje od 2003. do 2005. godine. Naistoj sjednici VRED-a na kojoj je VRED donio navedeneZakljuËke, VRED je donio Odluku o iznosunaknada za koriπtenje prijenosne i distribucijskemreæe [16] temeljem Zakona o træiπtu elektriËneenergije iz 2001. godine [14]. Ta Odluka joπ uvijekje na snazi buduÊi da je tarifni sustavi kojeje donijela HERA nisu stavili van snage. Slika 4prikazuje tijek donoπenja relevantnih propisa i odlukakoji se odnose na ulogu hrvatskog regulatornogtijela HERA-e, odnosno VRED-a, u donoπenjuplanova razvoja i izgradnje prijenosne i distribucijskemreæe.II. In order to implement the procedures for theevaluation of the Plan and the issue of approvalfor the proposed Plan stipulated in Article 12,Paragraph 1 of the Electricity Market Act [14],the following prerequisites must be met:1) to define the criteria and methodology forthe planning of the development of the transmissionnetwork as well as the methodologyfor the replacement and reconstructionplan, which will include the economic criteriafor planning, pursuant to the proposedGrid Code of the Croatian Electrical EnergySystem (which at the time of the adoption ofthe conclusion had still not been adopted),and in which such criteria are not definedunambiguously,2) to plan the construction of facilities and thereplacement and reconstruction of facilitiesin such a manner that the facilities meetthe defined criteria,3) to present the expenditures of the CroatianIndependent System and Market Operator ∑CISMO (HNOSIT d.o.o.) separately from theplans of HEP Transmission (HEP ∑ Prijenosd.o.o.) and to evaluate them according tothe role that the CISMO assumes accordingto the Electricity Market Act,III. In subsequent steps, it is necessary to beginthe following activities:1) to define the requirements that are establishedfor the transmission network, primarilyin the sense of the quality of theelectrical energy to direct customers andcustomers connected to the distributionnetwork (frequency, voltage and networkavailability), and regarding the strategicquestion of network development (selfsufficiency,the treatment of neighboringnetworks in planning; transit and the roleof networks in the electrical energy market,the construction of new interconnections,the modernization of the system, the criteriafor the construction of GeographicalInformation System [GIS] facilities etc.),2) to establish a unified database necessaryfor the planning of network developmentand to define some basic input data requiredfor planning, such as the unit prices ofundelivered electrical energy, unit prices ofhigh-voltage equipment, discount rates forthe necessary planning etc.,3) for each facility planned for construction,replacement or reconstruction, to preparea technical/economic study which wouldshow whether said facility meets the planningcriteria defined by the Grid Code andother relevant documents.Štritof, I., KleËina, F., Regulatorna politika i njen utjecaj ..., Energija, god. 56(2007), br. 5., str. 554-583Štritof, I., KleËina, F., Regulatory Polica and Its Impact ..., Energija, vol. 56(2007), No. 5, pp. 554-583576
