BarriersAnticipating and planning for the barriers to public education and outreach is a critical step in thecampaign development. Potential barriers are:Financial (the success <strong>of</strong> the campaign depends on a concerted, coordinated effort to educateand reach out to all stakeholders. This requires funding <strong>of</strong> many different activities and staff)Staffing (the campaign requires certain staff to coordinate and manage the multiple activities.Without enough staff and support for the staff, activities may fall to the side)<strong>Bi<strong>of</strong>uels</strong> readiness (parts <strong>of</strong> the campaign cannot move forward until there is a market fordomestically-produced bi<strong>of</strong>uels, until there are technical solutions for problems that arosepreviously, or until incentives are in place)Misinformation and direct opposition from alternative interests (may cause confusion andmisconceptions about bi<strong>of</strong>uels in <strong>Jamaica</strong>, thereby counteracting the efforts <strong>of</strong> the campaign)Bureaucratic delays (bi<strong>of</strong>uels development in <strong>Jamaica</strong> requires several political, technical,business, financial and education activities to move forward together. Bureaucratic delays mayoccur in any number <strong>of</strong> organizations critical to these activities which then delay severalconnected activities)Lack <strong>of</strong> monitoring (without adequate ongoing monitoring, feedback and adaptation <strong>of</strong> thecampaign, the campaign will be less effective)55
