Fuel distributors, gas station owners and managers, and pump attendantsTraining and education is necessary to build the capacity <strong>of</strong> fuel distributors and gas stationowners and managers in order to control the quality <strong>of</strong> the fuel and maintenance <strong>of</strong> theequipment.Issues to address:(a) What problems bi<strong>of</strong>uels may cause in distribution and station equipment (updated asdiscovered);(b) How to fix those problems;(c) What the fuel standards are and how to test the fuel to see if it meets the standards;(d) Common concerns their customers may have and how to address them;(e) What are the fuel standards and how to monitor and meet them;(d) What the state <strong>of</strong> the bi<strong>of</strong>uel industry is and what opportunities it presents for them(e.g. increasing number <strong>of</strong> stations selling higher blends), including any programsthat are available for them to participate in.10. Elected <strong>of</strong>ficials and government agenciesAs those responsible for the development and implementation <strong>of</strong> policies, regulations, andlegislation that affect bi<strong>of</strong>uels through incentives, regulations, pricing schemes, land usepolicy, energy policy and so on, it is critical that elected <strong>of</strong>ficials are aware <strong>of</strong> the essentialaspects <strong>of</strong> bi<strong>of</strong>uels, their benefits for <strong>Jamaica</strong>, how they relate to other uses <strong>of</strong> crops andland, what barriers they face, and what the role <strong>of</strong> government can be in their successfuldevelopment. Furthermore, a coordinated effort with open and on-going dialogue will resultin more effective and efficient policy making.Issues to address:(a) What bi<strong>of</strong>uels are;(b) How bi<strong>of</strong>uels benefit <strong>Jamaica</strong>/rationale for bi<strong>of</strong>uel development;(c) What policies impact bi<strong>of</strong>uels, including bi<strong>of</strong>uel policy, land use policy, etc.;(d) Balance <strong>of</strong> payments, financial and fiscal issues at the country level;(e) How infrastructure improvements impacts bi<strong>of</strong>uel industry, and other agriculture;(f) Importance <strong>of</strong> a coordinated effort;60
