Potential investors, banks, and other approved financial institutionsWhile not the main focus <strong>of</strong> this campaign, potential investors in bi<strong>of</strong>uels and relatedinfrastructure are critical for overcoming financial barriers to bi<strong>of</strong>uel development.Issues to address:(a) Preparation <strong>of</strong> summary descriptions <strong>of</strong> policies, regulations, and incentives thatimpact bi<strong>of</strong>uel financing;(b) Outreach to the investment community to provide a better overall understanding <strong>of</strong>the main components <strong>of</strong> a successful bi<strong>of</strong>uel program;(c) Information on long term supply contracts and pricing structures currently used inother countries.12. Fishing community, boat owners, and coast guardEducation and outreach to this group will follow technical solutions to the problems thatarose during the E10 rollout in the marine environment. It will have to build confidence thatthose issues have been resolved. In the mean time, education and outreach to thisstakeholder group will consist <strong>of</strong> updates as to the advances <strong>of</strong> bi<strong>of</strong>uels for marine vehicles.Issues to address:(a) How bi<strong>of</strong>uels will affect them;(b) How previous problems have been addressed;(c) What potential problems still may arise and what to do;(d) Why bi<strong>of</strong>uel development is occurring;(e) What the plan <strong>of</strong> action is, both in general, and as related to marine vehicles.13. Motoring ClubsEducation and outreach to this stakeholder group will be similar to that <strong>of</strong> the general publicand the marine community: what is happening with bi<strong>of</strong>uels in <strong>Jamaica</strong> and how it will affecttheir vehicle fleet in particular.Issues to address:(a) How bi<strong>of</strong>uels will affect them;(b) What potential problems still may arise and what to do;(c) Why bi<strong>of</strong>uel development is occurring;61
