Electricalequipment that potentially contains PCB-containing dielectric and electrical conduit was identifiedthrough review <strong>of</strong> vessel information and visual survey. In addition to the liquid oil samplescollected for PCB analysis, power transformers on the ship were inspected to evaluate PCB content.According to former members <strong>of</strong> the ship’s crew, power transformers on the boat were all dry-typetransformers. The vessel was checked for liquid-containing transformers by those involved with thecharacterization and none were found. However, based on the date <strong>of</strong> ship construction, it is likelythat capacitors in the fluorescent light ballasts present throughout the ship contain small quantities <strong>of</strong>PCBs. After 1978, these ballasts were no longer manufactured using PCBs. Samples <strong>of</strong> lightballasts and electrical wiring were not collected for analytical testing as part <strong>of</strong> the characterization.Painted surfaces that contain > 50ppm PCBs may not be torch cut since combustion <strong>of</strong> PCBs isprohibited per 40 <strong>CFR</strong> 761.50. Alternatively, surfaces suspected or confirmed to contain PCBs mustbe “cleaned” by mechanically removing the paint at and around the burn line to prevent heating <strong>of</strong>the paint.Other non-liquid media may contain PCBs. Examples include: electrical cable, ventilation gaskets,grease, rubber applications such as electrical channel rubber and pipe hanger liners, adhesives, andRev. VI 147
