This action would betaken via an Interagency Agreement by Energy Research and Development<strong>Administration</strong> (ERDA) (formerly AEC). Per NSS Defueling Log September9, 1971, (MMA File 61-8), Core II consists <strong>of</strong> 36 new fuel elements.Attachment 1 to memo for Assistant Administrator for CommercialDevelopment states “In response to M-700 memo <strong>of</strong> December 23, 1974, …5. Nuclear Fuel (Core II) it is understood this fuel will be returned to AEC[ERDA].”City <strong>of</strong> Savannah, GA requested removal <strong>of</strong> the ship and the ship leftSavannah, GA for Baltimore, MD drydocking.Moved from Baltimore, MD Drydock to Detyens Shipyard, Inc. Charleston,SC (topside work).Moved from Detyens Shipyard, Charleston, SC to N. Charleston ArmyDepot, SC pending the outcome <strong>of</strong> legislation before the Congress to permituse <strong>of</strong> the NSS as an addition to the Patriots Point Naval and <strong>Maritime</strong>Museum, Mt. Pleasant, SC.While at N. Charleston Army Depot, SC, the primary, auxiliary andsecondary systems were drained by Todd Research and Technical Division ascompletely as practical.Per the September 14, 1976, Annual Operations Report, water from thereactor vessel shield water tank and secondary side <strong>of</strong> the steam generatorswas transferred to a double bottom tank below the reactor compartment.Demineralizer resins (28 Ci) and 12,200 gallons <strong>of</strong> liquid (Primary Coolantand liquid waste) were properly disposed. Three dewatered primarypurification ion exchangers (demineralizers) were removed and disposed.Radiation levels in the containment vessel did not increase appreciably afterthe water was removed.Per March 9, 1976 MARAD memo “Status Report on the Transfer <strong>of</strong> N.S.SAVANNAH to [James River Reserve Fleet] JFFR,” the water from thesecondary system was analyzed and does not have to be disposed <strong>of</strong> asnuclear waste.Possession Only License issued (License Amendment 8) and recognized theship was in a state <strong>of</strong> protective storage.
