3.2.3 Port Operating CriteriaUpdated Final Safety Analysis Report - (STS-004-002)These port operating criteria, based on the criteria contained in Revision IV and other licensingprecedents, provide basic guidelines for in-port operations and berthing <strong>of</strong> the NSS in the defueled, nonoperatingcondition. Port Operating Plans, derived from these criteria, shall be prepared and maintainedfor ports in which the NSS is likely to berthed and/or taken for repairs, maintenance and drydocking.1. A detailed Port Operating Plan <strong>of</strong> the port to be visited must be prepared and must be approved byMARAD prior to the ship’s visit. The content <strong>of</strong> Port Operating Plans shall include at least thefollowing:A description <strong>of</strong> the local geography and meteorological / hydrological information;A description <strong>of</strong> port administrative services and local contact information for applicableservice organizations (e.g., United States Coast Guard, Pilots, Tugs, Police and Fire); and,A description <strong>of</strong> mooring locations (if known) and transit routes to be used by the ship.2. Port-specific security and emergency (including radiological) plans must be prepared in advance <strong>of</strong>the ship’s movement. Such plans may be incorporated into the Port Operating Plan, and shoulddemonstrate how licensee personnel and local authorities will be organized and employed to conductoperations that would be necessary after the occurrence <strong>of</strong> an emergency.3. Within 30 days <strong>of</strong> arrival in the port, briefings and walk-throughs <strong>of</strong> the emergency plans should beconducted with first-responders. When the port visit involves repairs, maintenance or drydocking ata ship repair facility / shipyard; facility-specific plans shall be prepared and implemented uponarrival.4. Port Operating Plans shall be reviewed at least annually, and updated as required.5. The criteria for adequate tugs and limitation on visitors are deleted.3.3 Control ZonesPopulation control zones were no longer required after the Possession-only License was issued.3.4 Comparison with Central Station Site criteria in the USA[Deleted]Rev.
