Whilst some matters, in particularthose pertaining to national security, interpreted in the broadest sense to ensure financial andfood and environmental security and so forth in addition to physical security, must be thepreserve of the Centre, but it is therefore important that the regions too should have a voice indecision making in this regard.To the end, it has been suggested that the Constitution be amended to provide for aSecond Chamber of Parliament based on the principle of equal representation for allProvinces of the country.218
