schools are four times as efficient as <strong>the</strong> local public schools from which <strong>the</strong>yreceive students. Drawing from five studies <strong>of</strong> voucher programs, one researchernotes that, while public schools spent an average <strong>of</strong> $9,662 per student,voucher-accepting private schools spent only $2,427.While students on average are better <strong>of</strong>f under a well-designed voucherprogram, one might still be concerned that many students are worse <strong>of</strong>f. Acommon worry with vouchers is that <strong>the</strong> most-motivated students will use<strong>the</strong>m, leaving <strong>the</strong> remaining students with a lower-quality peer group. Oneresearcher <strong>of</strong> <strong>the</strong> Milwaukee system concludes that, even if a student’s peergroup dropped from <strong>the</strong> 90th percentile <strong>of</strong> <strong>the</strong> district to <strong>the</strong> 10th percentile,<strong>the</strong> student remaining in <strong>the</strong> school would still be at least as well <strong>of</strong>f under<strong>the</strong> voucher program because <strong>the</strong> effect <strong>of</strong> <strong>the</strong> increased school performancewould overwhelm this adverse change in <strong>the</strong> peer group. The decline in astudent’s peer group is merely hypo<strong>the</strong>tical, since studies <strong>of</strong> <strong>the</strong> Milwaukeesystem have found little evidence that <strong>the</strong> best students leave. In fact, instead<strong>of</strong> being <strong>the</strong> best students at a school, future voucher users performed moderatelybelow average in math and reading before <strong>the</strong>y switched schools.Vouchers are only one form <strong>of</strong> school choice. Additional forms includecharter schools and plans that allow students to attend o<strong>the</strong>r public schools.When <strong>the</strong>se programs are well designed, <strong>the</strong>y too can produce efficiency gainsby causing schools to compete with one ano<strong>the</strong>r for students.Vouchers are consistent with expanding property rights because <strong>the</strong>yprovide families with additional control over resources—financial resources inthis case. The available evidence indicates that this change in property rightshas produced positive outcomes for school systems that use well-designedvoucher programs.The Application <strong>of</strong> Property Rightsto Current Policy IssuesAreas <strong>of</strong> current concern in which property rights could be usefully appliedor extended include personal retirement accounts, health savings accounts,and Millennium Challenge Accounts.Personal Retirement AccountsSocial Security is currently funded on a pay-as-you-go basis in which <strong>the</strong> presentgeneration <strong>of</strong> workers funds current retirees’ benefits. Social Security’s financialviability is thus linked to <strong>the</strong> Nation’s demographics. Increased life expectancies andlower birthrates have gradually reduced <strong>the</strong> worker-to-beneficiary ratio from16-to-1 in 1950 to 3.3-to-1 today, with projections <strong>of</strong> 2-to-1 by 2040.Projecting future tax revenues and payouts, Social Security will begin runningChapter 5 | 127
