126A r g u i n g a b o u t j u s t i c e<strong>in</strong>terpretation of social protection <strong>in</strong> which <strong>in</strong>dividual responsibility andquid pro quo have become key concepts. In this context, basic <strong>in</strong>come as theultimate universal guarantee of adequate <strong>in</strong>come protection is noth<strong>in</strong>g morethan a distant ideal.In this contribution, we are neither concerned with such historicaldevelopments, nor with the underly<strong>in</strong>g ethical shift as such 1 . Instead wewant to discuss the new tensions that are emerg<strong>in</strong>g with<strong>in</strong> the foundationsof the welfare as a result of these developments: solidarity and reciprocity,universality and selectivity, responsibility and autonomy. In do<strong>in</strong>g so, wewill focus on the case of truancy (or absenteeism <strong>in</strong> schools) which is relatedto the <strong>in</strong>strument of social <strong>in</strong>vestment par excellence: equal opportunities <strong>in</strong>education. In Belgium, the <strong>for</strong>mer Flemish government <strong>in</strong>troduced thepossibility to recuperate (fully or parti<strong>all</strong>y) the school <strong>all</strong>owance(schooltoelage) from parents of persistent truants as a discipl<strong>in</strong>ary measure.This has been fully implemented s<strong>in</strong>ce 2008. Some are however will<strong>in</strong>g to goeven further and propose legislative <strong>in</strong>itiatives to l<strong>in</strong>k entitlement to childbenefits with school attendance or <strong>all</strong>ow adm<strong>in</strong>istrative f<strong>in</strong>es <strong>for</strong> parents oftruants 2 . We will argue that this specific case is symptomatic of the abovementionedparadigm shift <strong>in</strong> social policy <strong>in</strong> which the pendulum ofresponsibility has swung too far.Equal opportunities amidst new tensions <strong>in</strong> social policyIn the classic welfare state, reciprocity stood <strong>for</strong> the system of social<strong>in</strong>surance <strong>in</strong> which there was an equivalence between contributions andbenefits. In the social <strong>in</strong>vestment state, however, new <strong>for</strong>ms of reciprocityhave emerged whereby <strong>in</strong>dividual responsibility and merit become the focalpo<strong>in</strong>ts (Vandenbroucke 2011). This is the result of1) the emergence of new social risks, which are more than the old ones(supra) a result of choice (e.g. divorce versus widowhood);2) the commitment to equality of opportunities rather than equality ofoutcomes (e.g. the emphasis on school<strong>in</strong>g and tra<strong>in</strong><strong>in</strong>g which presupposescommitment and hence responsibility from students);and 3) the focus on employment as a fast-track to social <strong>in</strong>clusion (which –aga<strong>in</strong> – presupposes a commitment to look <strong>for</strong> a job and the responsibility toaccept employment).1We refer the <strong>in</strong>terested reader to Esp<strong>in</strong>g-Andersen et al. 1999; Gilbert 2004; and Morel etal. 2009.2For <strong>in</strong>stance, Bart Somers (mayor of the city of Mechelen and MP) recently (May 2011)announced the submission of a bill <strong>all</strong>ow<strong>in</strong>g municipalities to issue adm<strong>in</strong>istrative f<strong>in</strong>es <strong>in</strong>cases of persistent truancy.
