Basic <strong>in</strong>come serves both agendas by equaliz<strong>in</strong>gmaterial resources and provid<strong>in</strong>g a catalyst <strong>for</strong> a vibrant market economyoffer<strong>in</strong>g a variety of life options.These two pr<strong>in</strong>ciples beg<strong>in</strong> to suggest a notion of real <strong>freedom</strong> to <strong>for</strong>mrelationships – relational <strong>freedom</strong>. Beg<strong>in</strong> with fair background conditions.Basic <strong>in</strong>come could enhance relational <strong>freedom</strong> by help<strong>in</strong>g break down classbarriers to relationship <strong>for</strong>mation. But basic <strong>in</strong>come may be <strong>in</strong>sufficient, ifrema<strong>in</strong><strong>in</strong>g barriers deny <strong>in</strong>dividuals access to possible marriage partners orto the emotional development and life stability they need to offer themselvesas plausible partners.Imag<strong>in</strong>e a very appeal<strong>in</strong>g person who happens to have a low <strong>in</strong>come. C<strong>all</strong>her Just<strong>in</strong>e. Attractive, responsible, and personable, Just<strong>in</strong>e wishes to marryand would easily f<strong>in</strong>d a marriage partner if she were middle-class. But hereducation <strong>in</strong> <strong>in</strong>ferior schools has left her to the tender mercies of the lowwagelabor market. She scrambles to put together thirty hours a week ofwork at fast-food restaurants, and, like many other low-<strong>in</strong>come workers, sheis often unemployed and has no sav<strong>in</strong>gs. Her family members face similardisruptions, <strong>in</strong>clud<strong>in</strong>g risks of homelessness, disability, and illness that arehigher than <strong>for</strong> the middle class.With these disadvantages, Just<strong>in</strong>e is perhaps not such an attractivemarriage prospect after <strong>all</strong>. Compound<strong>in</strong>g her situation, Just<strong>in</strong>e is mostlylikely to meet others much like herself – at work, at school, and around theneighborhood. Pool<strong>in</strong>g <strong>in</strong>come with a partner could smooth cash flow, but ifJust<strong>in</strong>e is very risk-averse, she may worry that if the partner experiences amajor crisis, she could lose everyth<strong>in</strong>g she has worked <strong>for</strong>.Just<strong>in</strong>e’s situation reflects multiple <strong>in</strong>justices. Some could be redressed bybasic <strong>in</strong>come, which could offer Just<strong>in</strong>e (and her potential partners)geographic mobility and a cushion aga<strong>in</strong>st unemployment and other crises.Measures to promote access to a variety of other potential partners and tocombat discrim<strong>in</strong>ation <strong>in</strong> relationship <strong>for</strong>mation would also be needed.Educational re<strong>for</strong>ms and employment re<strong>for</strong>ms could help enhance classmobility and break down discrim<strong>in</strong>atory barriers.But measures to promote relational <strong>freedom</strong> could require cost and ef<strong>for</strong>tbeyond those required to enable fair opportunities <strong>in</strong> the economicmarketplace. Possibilities <strong>in</strong>clude programs like mandatory national service<strong>for</strong> young people, which might, among other goals, aim to mix young adultsfrom diverse backgrounds at a time of <strong>in</strong>tense <strong>in</strong>terest <strong>in</strong> relationship<strong>for</strong>mation. Onl<strong>in</strong>e dat<strong>in</strong>g technology holds both promise and pitf<strong>all</strong>s,because it can permit wider <strong>in</strong>teractions than most of us manage <strong>in</strong> day-todaylife – or can be used to create filters and barriers to narrow our
