We need to do this, however, <strong>in</strong> light ofsociety’s capacity to pay, as well as their relative contribution to <strong>in</strong>creas<strong>in</strong>gthe real <strong>freedom</strong> of the disadvantaged. Be it <strong>in</strong> relation to transfers or topublic services, universality has the merit of ensur<strong>in</strong>g that the leastadvantaged obta<strong>in</strong> the same quality of services as the wealthy. Provid<strong>in</strong>gservices <strong>for</strong> free elim<strong>in</strong>ates economic barriers that can h<strong>in</strong>der access. Whenequality of condition is at stake, the noble objectives of prevent<strong>in</strong>g waste andpromot<strong>in</strong>g <strong>in</strong>dividual responsibility should be pursued by tighten<strong>in</strong>gadm<strong>in</strong>istrative controls rather than by <strong>in</strong>troduc<strong>in</strong>g f<strong>in</strong>ancial constra<strong>in</strong>ts.Public service user fees will always face the same difficulty: that of thepersistence and even the worsen<strong>in</strong>g of socio-economic <strong>in</strong>equalities <strong>in</strong> oursocieties. That is why those who enthusiastic<strong>all</strong>y defend their merits shouldgive greater attention to the struggle <strong>for</strong> social justice.
