288A r g u i n g a b o u t j u s t i c eI believe there is at least someth<strong>in</strong>g that can contribute to solv<strong>in</strong>g thisdilemma, even if it will not be sufficient by itself, and that may also bebeneficial <strong>for</strong> other social goods: the implementation of a citizen’s duty tocare. Under this proposal, <strong>all</strong> citizens should, upon reach<strong>in</strong>g a certa<strong>in</strong> age(say, the age of advanced adolescence or adulthood), spend some timecar<strong>in</strong>g <strong>for</strong> those who are <strong>in</strong> need of care: either sm<strong>all</strong> children, the disabled,vulnerable elderly, or the ill. By impos<strong>in</strong>g this as a moral and political dutyon <strong>all</strong> citizens, one would make sure that <strong>all</strong> adults have had, at the start oftheir adult life, a significant experience of actu<strong>all</strong>y per<strong>for</strong>m<strong>in</strong>g care work.The duty should be universal – that is, it should be carried out by <strong>all</strong>members of society, except if some strong reasons make those membersunsuited (on this more below).Implement<strong>in</strong>g a universal duty to care would be mor<strong>all</strong>y recommendable<strong>for</strong> many reasons. The first reason is the epistemic virtue of the fact that it isa universal duty: it would give <strong>all</strong> a lived-through experience of car<strong>in</strong>g,which would weaken the problem of misrecognition of care work. Peoplewho have been primary care workers are much more likely to understandhow demand<strong>in</strong>g and burdensome (some <strong>for</strong>ms of) care can be; and they donot th<strong>in</strong>k lightly of it, equat<strong>in</strong>g it to ‘leisure’, as most economic models do.They also know what skills are needed to do that work; and are more likelyto understand what the costs are to those who are long-term care givers.Thus, by putt<strong>in</strong>g <strong>all</strong> citizens <strong>in</strong> a situation <strong>in</strong> which they learn to care, theywill better appreciate what care work re<strong>all</strong>y entails, which would make themless casual about assum<strong>in</strong>g that those who do the work have an easy time, orthat this is work that should not be decently rewarded, s<strong>in</strong>ce it wouldamount to merely a hobby or unskilled labour. One important consequenceof this epistemic virtue is that if <strong>all</strong> men and women have an experience ofcare work be<strong>for</strong>e embark<strong>in</strong>g on parenthood, they will make a better<strong>in</strong><strong>for</strong>med decision on how to divide up the paid work and care work <strong>in</strong> theirfamilies. There is evidence that fathers who took more leave after birth aremore <strong>in</strong>volved <strong>in</strong> care work throughout the childhood of their children, andare less likely to unth<strong>in</strong>k<strong>in</strong>gly assume that a (mild) traditional genderdivision of labour is how they should organize family life.Secondly, the universal duty to care would turn care work <strong>in</strong>to a publicissue, and thereby hopefully <strong>in</strong>crease the percentage of couples who openlydiscuss the way they want to organize the division of labour with<strong>in</strong> theirfamily, but also more openly with friends and others; a surpris<strong>in</strong>gly largenumber of couples do not discuss these issues at <strong>all</strong>, thus giv<strong>in</strong>g <strong>all</strong> power tohabits and traditions. This could entail an important step towards moregender just societies. Third, a larger supply of care workers would meet thegrow<strong>in</strong>g need <strong>for</strong> care work which is due to the ag<strong>in</strong>g of western societies
