Such reduction is, <strong>in</strong> turn, typic<strong>all</strong>y good<strong>for</strong> creat<strong>in</strong>g more efficient markets (Baye, Morgen & Scholten 2007). Morecontextu<strong>all</strong>y, it builds on local enthusiasm about mobile phones, which isdriven <strong>in</strong> part by the remarkable growth of mobile bank<strong>in</strong>g <strong>in</strong> Kenya. M-Pesa, Safaricom’s mobile money-transfer system, has fueled anextraord<strong>in</strong>ary expansion <strong>in</strong> access to f<strong>in</strong>ancial services s<strong>in</strong>ce its creation <strong>in</strong>2007, with adult access grow<strong>in</strong>g from 5% prior to M-Pesa to 70% this year(Jack & Suri 2011). In 2010, 15 million Kenyans used the system and pushed20 per cent of national GDP through it.If M-Maji works, water vendors will use their mobile phones to advertisewater availability, with <strong>in</strong><strong>for</strong>mation about location, price, and quality; waterbuyers will use their phones to query the M-Maji database to f<strong>in</strong>d the closest,cheapest, cleanest water. M-Maji will thus reduce <strong>in</strong><strong>for</strong>mation asymmetriesthat now impose large burdens on purchasers, enhance water marketefficiency, and improve consumer welfare.M-Maji was designed by an <strong>in</strong>terdiscipl<strong>in</strong>ary team of Stan<strong>for</strong>d Universitygraduate students (Anuraag Chigurupati, Kather<strong>in</strong>e Hoffmann & SangickJeon) <strong>in</strong> Design<strong>in</strong>g Liberation Technologies, a course taught <strong>in</strong> Stan<strong>for</strong>d’s HassoPlattner Institute of Design (d.school) by Joshua Cohen and Terry W<strong>in</strong>ograd.The guid<strong>in</strong>g philosophy of the d.school is “human-centered design”—anapproach to problem-solv<strong>in</strong>g that is applied to design<strong>in</strong>g products,processes, and experiences, and is anchored <strong>in</strong> ethnographic engagementwith users, pursued <strong>in</strong> <strong>in</strong>terdiscipl<strong>in</strong>ary teams, and focused on <strong>in</strong>novativesolutions. 1 The Cohen-W<strong>in</strong>ograd course, which is coord<strong>in</strong>ated with theUniversity of Nairobi’s School of Comput<strong>in</strong>g and In<strong>for</strong>matics, grows out ofcurrent enthusiasm <strong>for</strong> mobile solutions to economic and social problems <strong>in</strong>develop<strong>in</strong>g countries. Some of that enthusiasm seems well-founded (Aker &Mbiti, 2010). But mobile (and other <strong>in</strong><strong>for</strong>mational technology) solutions areoften poorly designed because they reflect very little understand<strong>in</strong>g of thelives of users (Toyama 2010).
