Only if no significant diversity can be found is an ROBmodel acceptable. The Brussels model is the standard rule, and deviat<strong>in</strong>gfrom it is only acceptable <strong>in</strong> cases which already <strong>in</strong>stantiate an Icelandparadigm.There is no reason to protect more than one language groupwith<strong>in</strong> Iceland, s<strong>in</strong>ce there are none. Note that even <strong>in</strong> such cases, no<strong>in</strong>justice would be committed by implement<strong>in</strong>g a Brussels model <strong>in</strong>stead. IfFrench speakers from W<strong>all</strong>onia choose to move to Flanders <strong>in</strong> an imag<strong>in</strong>edBelgium where the Brussels model is universalized with<strong>in</strong> Belgium (and noROB model exists), no <strong>in</strong>justice would be committed: both language groupswould get language rights.On this Brussels model, multil<strong>in</strong>gual language policies are <strong>in</strong>st<strong>all</strong>ed, whichgrant equal recognition to the exist<strong>in</strong>g l<strong>in</strong>guistic identities of citizensthrough equal language rights, such as the provision of police services,schools, vot<strong>in</strong>g b<strong>all</strong>ots and welfare services <strong>in</strong> both languages. Languagerights are then granted pluralistic<strong>all</strong>y, by grant<strong>in</strong>g equal sets of languagerights to <strong>all</strong>. On this territory, members of each language group are enabledto experience their language identity and make use of the availableresources to change it if wanted: this <strong>in</strong>cludes assimilat<strong>in</strong>g to anotherlanguage, assum<strong>in</strong>g or acquir<strong>in</strong>g a bil<strong>in</strong>gual language identity, or staunchlyassum<strong>in</strong>g a monol<strong>in</strong>gual identity (even though <strong>in</strong>centives <strong>for</strong> know<strong>in</strong>g thelanguage of the other language group(s) are to be given and encouraged, <strong>in</strong>the <strong>in</strong>terest of stimulat<strong>in</strong>g a shared community). Each of the native languagegroups should enjoy equal language rights, and the territory’s <strong>in</strong>stitutionsbecome effectively bil<strong>in</strong>gual. Surely there are practical limits here: it’s hardto imag<strong>in</strong>e pental<strong>in</strong>gual or hexal<strong>in</strong>gual territorial communities. But even <strong>in</strong>such situations special accommodations can be imag<strong>in</strong>ed: while one or twoshared languages will need to be fostered as shared languages ofcommunication and democracy, special provisions <strong>for</strong> the m<strong>in</strong>orities can beimag<strong>in</strong>ed.Should we protect languages from erosion?One important problem needs to be discussed at this stage. 3 It has to dowith what Philippe c<strong>all</strong>s ‘k<strong>in</strong>dness-driven agony’, which he bases on the<strong>in</strong>sights of the Canadian sociol<strong>in</strong>guist Jean Laponce. Laponce states that <strong>in</strong>cases of peaceful contact between languages the more powerful languagetends to dom<strong>in</strong>ate and assimilate the other(s) (2001: 188-189).
