Out-of-pocket spending for personal health care<br />

expenditures grew less rapidly than Medicare,<br />

federal and state Medicaid, and private insurance<br />

spending between 2003 and 2013.<br />

Between 2003 and 2013, total personal health<br />

care expenditures grew from $1.5 trillion to<br />

$2.5 trillion (Table 104). During this period,<br />

the average annual growth in Medicare<br />

expenditures was 7.2%; for Medicaid (federal)<br />

it was 4.7%, for Medicaid (state) 5.7%, for<br />

private health insurance 4.8%, and for<br />

out-of-pocket spending 3.6%. In 2013, private<br />

health insurance spending for personal health<br />

care expenditures was $846.0 billion;<br />

Medicare spending $550.5 billion, out-ofpocket<br />

spending $339.4 billion, Medicaid<br />

(federal) spending $236.7 billion, and<br />

Medicaid (state) spending $174.1 billion.<br />

The remainder was paid by other types<br />

of insurance, payers, and programs<br />

(Table 104) (32).<br />
