guidel<strong>in</strong>es themselves to make them more responsive to actual needs.<br />
Governmentwide <strong>in</strong>itiatives should help people get started. The managed<br />
<strong>in</strong>novation program calls for agency assistance <strong>in</strong> two ma<strong>in</strong> areas. One <strong>in</strong>volves<br />
obta<strong>in</strong><strong>in</strong>g and ma<strong>in</strong>ta<strong>in</strong><strong>in</strong>g equipment, provid<strong>in</strong>g procurement vehicles for<br />
equipment and software and develop<strong>in</strong>g a nationwide cluster ma<strong>in</strong>tenance<br />
contract to streaml<strong>in</strong>e procurement modes. The other <strong>in</strong>volves help<strong>in</strong>g the user<br />
by provid<strong>in</strong>g buy<strong>in</strong>g and procedural guides.<br />
Governmentwide <strong>in</strong>itiatives have already begun <strong>in</strong> the area of education. In<br />
1983 senior executives from federal agencies met to discuss problems and make<br />
suggestions about how GSA could improve its central management<br />
performance and about what <strong>in</strong>dividual agencies could do.<br />
In the area of <strong>in</strong>-house learn<strong>in</strong>g there have been some notable<br />
achievements with<strong>in</strong> <strong>in</strong>dividual agencies, such as the Department of<br />
Agriculture's graduate school program, the GSA Interagency Tra<strong>in</strong><strong>in</strong>g Center,<br />
and other departmental efforts. New <strong>in</strong>itiatives are needed. GSA conducted its<br />
own end-user pilot project, one of the recommended <strong>in</strong>itiatives <strong>in</strong> the <strong>in</strong>-house<br />
learn<strong>in</strong>g category.<br />
Initiatives of <strong>in</strong>dividual agencies form the second part of the managed<br />
<strong>in</strong>novation program. Although specifics will differ accord<strong>in</strong>g to the needs of<br />
each agency or department, <strong>in</strong>itiatives can be grouped <strong>in</strong> four broad areas:<br />
policy and plann<strong>in</strong>g review, process, use assistance, and education.<br />
In the policy and plann<strong>in</strong>g area the top management of each agency must<br />
assume responsibility. Further, the organization needs to understand top<br />
management's position on microcomputers to move through the transition phase<br />
and <strong>in</strong>to the future. Strategic plann<strong>in</strong>g for microcomputers should address both<br />
vertical (top-down) and horizontal perspectives on the organization.<br />
Plann<strong>in</strong>g must also take <strong>in</strong>to account the need for agencywide data<br />
regulations and periodic reviews to determ<strong>in</strong>e that resources are be<strong>in</strong>g used<br />
properly. Management must make sure that the public's money is be<strong>in</strong>g well<br />
spent. Agencies must move away from the earlier management mentality, which<br />
was dom<strong>in</strong>ated by the large, ma<strong>in</strong>frame, automatic data process<strong>in</strong>g departments.<br />
They must avoid the trap of believ<strong>in</strong>g that the only way to control the end-user<br />
comput<strong>in</strong>g environment is to employ the k<strong>in</strong>d of controls imposed on the large<br />
systems <strong>in</strong> the 1960s. In its report the assessment group recommends that<br />
comput<strong>in</strong>g be placed <strong>in</strong> the<br />
