<str<strong>on</strong>g>Digitalisati<strong>on</strong></str<strong>on</strong>g> <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> <str<strong>on</strong>g>ec<strong>on</strong>omy</str<strong>on</strong>g> <str<strong>on</strong>g>and</str<strong>on</strong>g> <str<strong>on</strong>g>its</str<strong>on</strong>g> <str<strong>on</strong>g>impact</str<strong>on</strong>g> <strong>on</strong> <strong>labour</strong> <strong>markets</strong><br />

services; etc. As pointed out in a quote in <str<strong>on</strong>g>the</str<strong>on</strong>g> Financial Times (2015b): ‘The<br />

culture at Uber is both super aggressive <str<strong>on</strong>g>and</str<strong>on</strong>g> incredibly naïve. The executives<br />

are very young … <str<strong>on</strong>g>the</str<strong>on</strong>g>y just buy into <str<strong>on</strong>g>the</str<strong>on</strong>g> “change <str<strong>on</strong>g>the</str<strong>on</strong>g> world” thing <str<strong>on</strong>g>and</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g>y were<br />

not thinking about <str<strong>on</strong>g>the</str<strong>on</strong>g> c<strong>on</strong>sequences’.<br />

As pointed out by Jain (2015), ‘These companies have chosen to grow first <str<strong>on</strong>g>and</str<strong>on</strong>g><br />

ask compliance-related questi<strong>on</strong>s later, <str<strong>on</strong>g>and</str<strong>on</strong>g> so far <str<strong>on</strong>g>the</str<strong>on</strong>g>ir strategy has worked.<br />

Their massive war chest <str<strong>on</strong>g>of</str<strong>on</strong>g> funding has bought <str<strong>on</strong>g>the</str<strong>on</strong>g>m loads <str<strong>on</strong>g>of</str<strong>on</strong>g> lobbying,<br />

litigati<strong>on</strong> <str<strong>on</strong>g>and</str<strong>on</strong>g> PR power.’ As we shall see, <str<strong>on</strong>g>the</str<strong>on</strong>g>se fait accompli strategies are<br />

likely to have a major <str<strong>on</strong>g>impact</str<strong>on</strong>g> <strong>on</strong> <str<strong>on</strong>g>the</str<strong>on</strong>g> traditi<strong>on</strong>al payment <str<strong>on</strong>g>and</str<strong>on</strong>g> regulati<strong>on</strong> models<br />

directly affecting workers.<br />

More broadly, for <str<strong>on</strong>g>the</str<strong>on</strong>g> European <str<strong>on</strong>g>ec<strong>on</strong>omy</str<strong>on</strong>g> as a whole, <strong>on</strong>e <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> questi<strong>on</strong>s<br />

arising ever more acutely is <str<strong>on</strong>g>the</str<strong>on</strong>g> following: from where, in this new c<strong>on</strong>text, will<br />

European growth come? 11 What will be <str<strong>on</strong>g>the</str<strong>on</strong>g> future <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> European industrial<br />

fabric? ‘Will German SMEs turn into slaves <str<strong>on</strong>g>of</str<strong>on</strong>g> a digital platform <str<strong>on</strong>g>the</str<strong>on</strong>g>y can no<br />

l<strong>on</strong>ger c<strong>on</strong>trol? Will we see <str<strong>on</strong>g>the</str<strong>on</strong>g> rise <str<strong>on</strong>g>of</str<strong>on</strong>g> unassailable digital m<strong>on</strong>opolies, immune<br />

to competiti<strong>on</strong> due to str<strong>on</strong>g network effects? Will value creati<strong>on</strong> for <str<strong>on</strong>g>the</str<strong>on</strong>g> most<br />

part quit Germany because <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> platformizati<strong>on</strong> process?’: <str<strong>on</strong>g>the</str<strong>on</strong>g>se are some <str<strong>on</strong>g>of</str<strong>on</strong>g><br />

<str<strong>on</strong>g>the</str<strong>on</strong>g> questi<strong>on</strong>s asked by Ansgar Baums (2015). Having <str<strong>on</strong>g>its</str<strong>on</strong>g>elf deindustrialised by<br />

relocating to Asia, will Europe now make <str<strong>on</strong>g>its</str<strong>on</strong>g>elf dependent <strong>on</strong> data held in <str<strong>on</strong>g>the</str<strong>on</strong>g><br />

United States?<br />

This is a very real risk according to Sohnemann’s ra<str<strong>on</strong>g>the</str<strong>on</strong>g>r trenchant line <str<strong>on</strong>g>of</str<strong>on</strong>g><br />

argument: Europe is <strong>on</strong> <str<strong>on</strong>g>the</str<strong>on</strong>g> point <str<strong>on</strong>g>of</str<strong>on</strong>g> becoming marginalised in <str<strong>on</strong>g>the</str<strong>on</strong>g> race for <str<strong>on</strong>g>the</str<strong>on</strong>g><br />

digital <str<strong>on</strong>g>ec<strong>on</strong>omy</str<strong>on</strong>g>. ‘Of course, <str<strong>on</strong>g>the</str<strong>on</strong>g>re are many European start-ups but <str<strong>on</strong>g>the</str<strong>on</strong>g>y <str<strong>on</strong>g>of</str<strong>on</strong>g>ten<br />

do not have <str<strong>on</strong>g>the</str<strong>on</strong>g> same funding as American companies, nor <str<strong>on</strong>g>the</str<strong>on</strong>g> same deep<br />

technological approach <str<strong>on</strong>g>and</str<strong>on</strong>g> support’ (Sohnemann 2015), <strong>on</strong> account in<br />

particular <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> excessive fragmentati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> European market <strong>on</strong> both <str<strong>on</strong>g>the</str<strong>on</strong>g><br />

cultural <str<strong>on</strong>g>and</str<strong>on</strong>g> linguistic fr<strong>on</strong>t as well as from <str<strong>on</strong>g>the</str<strong>on</strong>g> financing st<str<strong>on</strong>g>and</str<strong>on</strong>g>point. Setting<br />

this observati<strong>on</strong> in a medium-term perspective, Atkins<strong>on</strong> is quite categorical:<br />

‘After a l<strong>on</strong>g period during which Europe was closing <str<strong>on</strong>g>the</str<strong>on</strong>g> productivity gap with<br />

<str<strong>on</strong>g>the</str<strong>on</strong>g> US, since 1995 that gap has widened every year <str<strong>on</strong>g>and</str<strong>on</strong>g> shows no signs <str<strong>on</strong>g>of</str<strong>on</strong>g><br />

narrowing. (…) One key reas<strong>on</strong> productivity has not grown as fast as in <str<strong>on</strong>g>the</str<strong>on</strong>g> US<br />

is that European nati<strong>on</strong>s have not been able to take as much advantage <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g><br />

ICT revoluti<strong>on</strong> as has <str<strong>on</strong>g>the</str<strong>on</strong>g> US’ (Atkins<strong>on</strong> 2015).<br />

Finally, <str<strong>on</strong>g>the</str<strong>on</strong>g> European states, <str<strong>on</strong>g>and</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> European Uni<strong>on</strong> <str<strong>on</strong>g>its</str<strong>on</strong>g>elf, do not seem<br />

equipped to c<strong>on</strong>fr<strong>on</strong>t <str<strong>on</strong>g>the</str<strong>on</strong>g> dazzling flare-up <str<strong>on</strong>g>of</str<strong>on</strong>g> this digital <str<strong>on</strong>g>ec<strong>on</strong>omy</str<strong>on</strong>g>. To return<br />

to <str<strong>on</strong>g>the</str<strong>on</strong>g> emblematic example <str<strong>on</strong>g>of</str<strong>on</strong>g> Uber, whereas some EU member states seek to<br />

exhibit a form <str<strong>on</strong>g>of</str<strong>on</strong>g> nati<strong>on</strong>al, or even regi<strong>on</strong>al, defiance to <str<strong>on</strong>g>the</str<strong>on</strong>g> challenges launched<br />

by this company that is <str<strong>on</strong>g>its</str<strong>on</strong>g>elf prepared to remain <strong>on</strong> <str<strong>on</strong>g>the</str<strong>on</strong>g> <str<strong>on</strong>g>of</str<strong>on</strong>g>fensive in <str<strong>on</strong>g>the</str<strong>on</strong>g> large<br />

numbers <str<strong>on</strong>g>of</str<strong>on</strong>g> legal battles already underway (in France, Spain, Germany,<br />

Belgium), o<str<strong>on</strong>g>the</str<strong>on</strong>g>r member states are cooperating fully with it (see in particular<br />

<str<strong>on</strong>g>the</str<strong>on</strong>g> example <str<strong>on</strong>g>of</str<strong>on</strong>g> Est<strong>on</strong>ia).<br />

In this literature review we will not deal with questi<strong>on</strong>s <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> c<strong>on</strong>tent <str<strong>on</strong>g>of</str<strong>on</strong>g> this growth or <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>its</str<strong>on</strong>g><br />

envir<strong>on</strong>mental or climate <str<strong>on</strong>g>impact</str<strong>on</strong>g>.<br />
