<str<strong>on</strong>g>Digitalisati<strong>on</strong></str<strong>on</strong>g> <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> <str<strong>on</strong>g>ec<strong>on</strong>omy</str<strong>on</strong>g> <str<strong>on</strong>g>and</str<strong>on</strong>g> <str<strong>on</strong>g>its</str<strong>on</strong>g> <str<strong>on</strong>g>impact</str<strong>on</strong>g> <strong>on</strong> <strong>labour</strong> <strong>markets</strong><br />

compounded by social divisi<strong>on</strong>s to create an excluded populati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g><br />

digitally disadvantaged. This is a significant emerging social challenge.’<br />

Questi<strong>on</strong>s about jobs (creati<strong>on</strong>/destructi<strong>on</strong>/restructuring), working c<strong>on</strong>diti<strong>on</strong>s,<br />

quality <str<strong>on</strong>g>of</str<strong>on</strong>g> employment in <str<strong>on</strong>g>the</str<strong>on</strong>g> new digital services, <str<strong>on</strong>g>and</str<strong>on</strong>g> <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> involvement <str<strong>on</strong>g>of</str<strong>on</strong>g><br />

<str<strong>on</strong>g>the</str<strong>on</strong>g> trade uni<strong>on</strong>s in <str<strong>on</strong>g>the</str<strong>on</strong>g> 2015-2018 strategy, would seem to be some <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> dark<br />

corners where <str<strong>on</strong>g>the</str<strong>on</strong>g> government initiative fears to tread.<br />

It is to be noted that <str<strong>on</strong>g>the</str<strong>on</strong>g> United Kingdom Government is deeply committed to<br />

a digital strategy for digital access to all public <str<strong>on</strong>g>and</str<strong>on</strong>g> administrative services : HM<br />

Revenue <str<strong>on</strong>g>and</str<strong>on</strong>g> Customs (HMRC), Department for Transport (DFT), Department<br />

for Work <str<strong>on</strong>g>and</str<strong>on</strong>g> Pensi<strong>on</strong>s (DWP), Ministry <str<strong>on</strong>g>of</str<strong>on</strong>g> Justice (MOJ), Department for<br />

Business Innovati<strong>on</strong> <str<strong>on</strong>g>and</str<strong>on</strong>g> Skills (BIS), etc. This strategy is an extensi<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g><br />

reform <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> Civil Service already underway 50 , <str<strong>on</strong>g>the</str<strong>on</strong>g> fundamental idea being to<br />

create a ‘digital platform’ <str<strong>on</strong>g>of</str<strong>on</strong>g> all administrative services.<br />

The trade uni<strong>on</strong>s have not failed to react <strong>on</strong> this topic. At <str<strong>on</strong>g>its</str<strong>on</strong>g> 2014 C<strong>on</strong>gress,<br />

<str<strong>on</strong>g>the</str<strong>on</strong>g> TUC expressed some doubts as to <str<strong>on</strong>g>the</str<strong>on</strong>g> real intenti<strong>on</strong>s <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> government:<br />

to improve public services or cut down <strong>on</strong> resources? ‘C<strong>on</strong>gress recognises that<br />

effective <str<strong>on</strong>g>and</str<strong>on</strong>g> efficient public services are a shared goal <str<strong>on</strong>g>of</str<strong>on</strong>g> citizens, governments<br />

<str<strong>on</strong>g>and</str<strong>on</strong>g> public servants. Public services are now in an almost permanent cycle <str<strong>on</strong>g>of</str<strong>on</strong>g><br />

reform, both to deliver efficiencies <str<strong>on</strong>g>and</str<strong>on</strong>g> meet <str<strong>on</strong>g>the</str<strong>on</strong>g> changing expectati<strong>on</strong>s <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g><br />

public. Digitisati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> public services has become <str<strong>on</strong>g>the</str<strong>on</strong>g> new mantra <str<strong>on</strong>g>of</str<strong>on</strong>g> politicians<br />

but should be seen as an opportunity to improve services for <str<strong>on</strong>g>the</str<strong>on</strong>g> public, not<br />

solely as a fur<str<strong>on</strong>g>the</str<strong>on</strong>g>r rati<strong>on</strong>ale to reduce resources (TUC 2014a).<br />

The trade uni<strong>on</strong> fear is also that digital access to public services is likely to<br />

marginalise even fur<str<strong>on</strong>g>the</str<strong>on</strong>g>r <str<strong>on</strong>g>the</str<strong>on</strong>g> poorest secti<strong>on</strong>s <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> populati<strong>on</strong> (<strong>on</strong> account <str<strong>on</strong>g>of</str<strong>on</strong>g><br />

<str<strong>on</strong>g>the</str<strong>on</strong>g> costs <str<strong>on</strong>g>of</str<strong>on</strong>g> computers, subscripti<strong>on</strong>s to internet, <str<strong>on</strong>g>and</str<strong>on</strong>g> so forth) as well as<br />

disabled pers<strong>on</strong>s: ‘The removal <str<strong>on</strong>g>of</str<strong>on</strong>g> face-to-face services in favour <str<strong>on</strong>g>of</str<strong>on</strong>g> teleph<strong>on</strong>e<br />

helplines <str<strong>on</strong>g>and</str<strong>on</strong>g> <strong>on</strong>line-<strong>on</strong>ly services can have a significant <str<strong>on</strong>g>impact</str<strong>on</strong>g> <strong>on</strong> disabled<br />

people, especially those with mental health impairments. C<strong>on</strong>ference is also<br />

c<strong>on</strong>cerned at reports that public service cuts are leading to a reducti<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g><br />

availability <str<strong>on</strong>g>of</str<strong>on</strong>g> documentati<strong>on</strong> in accessible formats’.<br />

Thus, ‘in <str<strong>on</strong>g>the</str<strong>on</strong>g> transport industries, digitalizati<strong>on</strong> <str<strong>on</strong>g>and</str<strong>on</strong>g> automati<strong>on</strong> are leading to<br />

ticket <str<strong>on</strong>g>of</str<strong>on</strong>g>fice closures <str<strong>on</strong>g>and</str<strong>on</strong>g> staffing cuts that are making public transport less<br />

accessible to disabled people. For public transport to be fully accessible,<br />

disabled <str<strong>on</strong>g>and</str<strong>on</strong>g> o<str<strong>on</strong>g>the</str<strong>on</strong>g>r passengers need <str<strong>on</strong>g>the</str<strong>on</strong>g> opportunity to get face-to-face<br />

assistance from staff’ (TUC 2014b). This is why <str<strong>on</strong>g>the</str<strong>on</strong>g> TUC Disabled Workers’<br />

committee is instructed to campaign:<br />

<strong>—</strong> for public services to provide <str<strong>on</strong>g>the</str<strong>on</strong>g> opti<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> drop-in face to face services<br />

<str<strong>on</strong>g>and</str<strong>on</strong>g> to ensure all informati<strong>on</strong> c<strong>on</strong>tinues to be available in accessible<br />

formats;<br />

<strong>—</strong> to publicise legal challenges to <strong>on</strong>line-<strong>on</strong>ly transacti<strong>on</strong>s;<br />
