A new debate is causing ferment not <strong>on</strong>ly in academia but also in politics <str<strong>on</strong>g>and</str<strong>on</strong>g><br />
<str<strong>on</strong>g>the</str<strong>on</strong>g> world <str<strong>on</strong>g>of</str<strong>on</strong>g> <strong>labour</strong> in both <str<strong>on</strong>g>the</str<strong>on</strong>g> United States <str<strong>on</strong>g>and</str<strong>on</strong>g> Europe. This debate,<br />
symbolised by <str<strong>on</strong>g>the</str<strong>on</strong>g> irrupti<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> Uber in <str<strong>on</strong>g>the</str<strong>on</strong>g> passenger transport sector, signals<br />
– according to some – an end to waged <strong>labour</strong>, <str<strong>on</strong>g>the</str<strong>on</strong>g> total liberalisati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g><br />
services, <str<strong>on</strong>g>and</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> extensi<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> worldwide competiti<strong>on</strong> far bey<strong>on</strong>d any <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g><br />
Bolkestein directive’s prop<strong>on</strong>ents’ wildest dreams. It will put an end to social<br />
models as we know <str<strong>on</strong>g>the</str<strong>on</strong>g>m in Europe: no more <strong>labour</strong> law or working time<br />
regulati<strong>on</strong>; no more hours’ schedules or <str<strong>on</strong>g>of</str<strong>on</strong>g>fices; no dismissal procedures (but<br />
instead internet accounts disc<strong>on</strong>nected by decisi<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> some start-up<br />
somewhere); <str<strong>on</strong>g>and</str<strong>on</strong>g> no more collective <strong>labour</strong> acti<strong>on</strong>.<br />
O<str<strong>on</strong>g>the</str<strong>on</strong>g>rs regard this visi<strong>on</strong> as exaggeratedly pessimistic; <str<strong>on</strong>g>the</str<strong>on</strong>g>y see <str<strong>on</strong>g>the</str<strong>on</strong>g> <strong>on</strong>set <str<strong>on</strong>g>of</str<strong>on</strong>g> a<br />
digitalised <str<strong>on</strong>g>ec<strong>on</strong>omy</str<strong>on</strong>g> as a harbinger <str<strong>on</strong>g>of</str<strong>on</strong>g> new opportunities, whe<str<strong>on</strong>g>the</str<strong>on</strong>g>r in <str<strong>on</strong>g>the</str<strong>on</strong>g><br />
services sector – where <str<strong>on</strong>g>the</str<strong>on</strong>g> emergence <str<strong>on</strong>g>of</str<strong>on</strong>g> collaborative projects will be<br />
facilitated, with a premium <strong>on</strong> use value ra<str<strong>on</strong>g>the</str<strong>on</strong>g>r than ownership (shared use <str<strong>on</strong>g>of</str<strong>on</strong>g><br />
costly goods such as cars, housing, tools), <strong>on</strong> repair ra<str<strong>on</strong>g>the</str<strong>on</strong>g>r than replacement,<br />
<strong>on</strong> local or shared financing ra<str<strong>on</strong>g>the</str<strong>on</strong>g>r than bank loans – or in industry where<br />
increasingly intelligent producti<strong>on</strong> lines will volatise worker input to produce<br />
a new form <str<strong>on</strong>g>of</str<strong>on</strong>g> cooperati<strong>on</strong> between humans <str<strong>on</strong>g>and</str<strong>on</strong>g> machines. Here we have a<br />
new ec<strong>on</strong>omic model entailing zero marginal cost that in no time at all will<br />
become <str<strong>on</strong>g>the</str<strong>on</strong>g> driver <str<strong>on</strong>g>of</str<strong>on</strong>g> powerful ec<strong>on</strong>omic growth <str<strong>on</strong>g>and</str<strong>on</strong>g> str<strong>on</strong>g job creati<strong>on</strong>.<br />
How are we to see with any clarity what is entailed by such a rapidly evolving<br />
scenario? In <str<strong>on</strong>g>the</str<strong>on</strong>g> following paragraphs we will attempt to establish <str<strong>on</strong>g>the</str<strong>on</strong>g> current<br />
state <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> debate using some <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> main publicati<strong>on</strong>s that have appeared in<br />
<str<strong>on</strong>g>the</str<strong>on</strong>g> last two or three years in <str<strong>on</strong>g>the</str<strong>on</strong>g> United States <str<strong>on</strong>g>and</str<strong>on</strong>g> Europe.<br />
In a first part, we sketch out <str<strong>on</strong>g>the</str<strong>on</strong>g> general c<strong>on</strong>text: what is meant by <str<strong>on</strong>g>the</str<strong>on</strong>g> digital<br />
<str<strong>on</strong>g>ec<strong>on</strong>omy</str<strong>on</strong>g>, by Big Data, or internet platforms? And what are <str<strong>on</strong>g>the</str<strong>on</strong>g> new<br />
possibilities <str<strong>on</strong>g>the</str<strong>on</strong>g>reby opened up?<br />
In <str<strong>on</strong>g>the</str<strong>on</strong>g> sec<strong>on</strong>d part we tackle some <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> specific questi<strong>on</strong>s raised by <str<strong>on</strong>g>the</str<strong>on</strong>g>se<br />
developments in <str<strong>on</strong>g>the</str<strong>on</strong>g> world <str<strong>on</strong>g>of</str<strong>on</strong>g> <strong>labour</strong> in particular:<br />
<strong>—</strong> regarding <str<strong>on</strong>g>the</str<strong>on</strong>g> <strong>labour</strong> market: does <str<strong>on</strong>g>the</str<strong>on</strong>g> digital <str<strong>on</strong>g>ec<strong>on</strong>omy</str<strong>on</strong>g> destroy more jobs<br />
than it creates? Do we have any way <str<strong>on</strong>g>of</str<strong>on</strong>g> predicting <str<strong>on</strong>g>the</str<strong>on</strong>g> net outcome?<br />
<strong>—</strong> c<strong>on</strong>cerning <str<strong>on</strong>g>the</str<strong>on</strong>g> status <str<strong>on</strong>g>of</str<strong>on</strong>g> workers: are we all about to become selfemployed?<br />
Is this <str<strong>on</strong>g>the</str<strong>on</strong>g> end <str<strong>on</strong>g>of</str<strong>on</strong>g> wage <strong>labour</strong> or <str<strong>on</strong>g>the</str<strong>on</strong>g> beginning <str<strong>on</strong>g>of</str<strong>on</strong>g> new <str<strong>on</strong>g>and</str<strong>on</strong>g><br />
more flexible forms <str<strong>on</strong>g>of</str<strong>on</strong>g> employment more in keeping with <str<strong>on</strong>g>the</str<strong>on</strong>g> wishes <str<strong>on</strong>g>of</str<strong>on</strong>g><br />
