workers’ e-skills, use <str<strong>on</strong>g>of</str<strong>on</strong>g> internet, digital public services, etc.), <str<strong>on</strong>g>the</str<strong>on</strong>g> less <str<strong>on</strong>g>its</str<strong>on</strong>g> jobs<br />
will be threatened by digitalisati<strong>on</strong>. This applies to <str<strong>on</strong>g>the</str<strong>on</strong>g> Nordic Countries, <str<strong>on</strong>g>the</str<strong>on</strong>g><br />
Ne<str<strong>on</strong>g>the</str<strong>on</strong>g>rl<str<strong>on</strong>g>and</str<strong>on</strong>g>s, <str<strong>on</strong>g>and</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> United Kingdom. By c<strong>on</strong>trast, <str<strong>on</strong>g>the</str<strong>on</strong>g> lower a country’s<br />
positi<strong>on</strong> in <str<strong>on</strong>g>the</str<strong>on</strong>g> DESI, <str<strong>on</strong>g>the</str<strong>on</strong>g> more at risk <str<strong>on</strong>g>its</str<strong>on</strong>g> jobs will be (Romania, Bulgaria,<br />
Greece, Croatia).<br />
However, <str<strong>on</strong>g>the</str<strong>on</strong>g> resp<strong>on</strong>se <str<strong>on</strong>g>of</str<strong>on</strong>g> researchers to <str<strong>on</strong>g>the</str<strong>on</strong>g>se studies is far from unanimous.<br />
From some quarters come claims that <str<strong>on</strong>g>the</str<strong>on</strong>g>re is no reas<strong>on</strong> to imagine such ‘horror<br />
scenarios’. Such, at least, is <str<strong>on</strong>g>the</str<strong>on</strong>g> analysis from <str<strong>on</strong>g>the</str<strong>on</strong>g> Hans Böckler Foundati<strong>on</strong><br />
(HBS 2015). C<strong>on</strong>testing Frey <str<strong>on</strong>g>and</str<strong>on</strong>g> Osborne’s calculati<strong>on</strong>s <str<strong>on</strong>g>and</str<strong>on</strong>g> <strong>on</strong> <str<strong>on</strong>g>the</str<strong>on</strong>g> basis, in<br />
particular, <str<strong>on</strong>g>of</str<strong>on</strong>g> findings reported by researchers at <str<strong>on</strong>g>the</str<strong>on</strong>g> Zentrum für Europäische<br />
Wirtschaftsforschung (ZEW) <str<strong>on</strong>g>and</str<strong>on</strong>g> by <str<strong>on</strong>g>the</str<strong>on</strong>g> University <str<strong>on</strong>g>of</str<strong>on</strong>g> Hohenheim, <str<strong>on</strong>g>the</str<strong>on</strong>g> HBS<br />
maintains that, while machines will undoubtedly alter <str<strong>on</strong>g>the</str<strong>on</strong>g> nature <str<strong>on</strong>g>of</str<strong>on</strong>g> work in <str<strong>on</strong>g>the</str<strong>on</strong>g><br />
future, this does not necessarily mean <str<strong>on</strong>g>the</str<strong>on</strong>g> wholesale disappearance <str<strong>on</strong>g>of</str<strong>on</strong>g> jobs.<br />
Though some tasks will indeed be very much subject to automati<strong>on</strong>, this trend<br />
will above all enable workers to devote <str<strong>on</strong>g>the</str<strong>on</strong>g>ir efforts to new tasks.<br />
According to <str<strong>on</strong>g>the</str<strong>on</strong>g> ZEW, in Germany <str<strong>on</strong>g>the</str<strong>on</strong>g> proporti<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> employees whose jobs<br />
are under threat from automati<strong>on</strong> is likely to be no more than 12%, far less<br />
than forecast by Brueghel. Similarly, according to a study c<strong>on</strong>ducted by <str<strong>on</strong>g>the</str<strong>on</strong>g> job<br />
search institute, German industry could lose 490,000 jobs between now <str<strong>on</strong>g>and</str<strong>on</strong>g><br />
2025, but is likely to see <str<strong>on</strong>g>the</str<strong>on</strong>g> appearance <str<strong>on</strong>g>of</str<strong>on</strong>g> 430,000 new <strong>on</strong>es. It is true that<br />
<str<strong>on</strong>g>the</str<strong>on</strong>g> new jobs would require higher skills, so that <str<strong>on</strong>g>the</str<strong>on</strong>g> greatest risks are incurred<br />
by <str<strong>on</strong>g>the</str<strong>on</strong>g> least skilled workers (HBS 2015). These studies relating to <str<strong>on</strong>g>the</str<strong>on</strong>g> situati<strong>on</strong><br />
in Germany show at least that, in spite <str<strong>on</strong>g>of</str<strong>on</strong>g> relatively similar ec<strong>on</strong>omic structures,<br />
it is not possible to carry out for Europe a simple copy-paste <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> situati<strong>on</strong> in<br />
<str<strong>on</strong>g>the</str<strong>on</strong>g> United States.<br />
But <str<strong>on</strong>g>the</str<strong>on</strong>g> case <str<strong>on</strong>g>of</str<strong>on</strong>g> Germany, <str<strong>on</strong>g>the</str<strong>on</strong>g> industrial driver <str<strong>on</strong>g>of</str<strong>on</strong>g> Europe <str<strong>on</strong>g>and</str<strong>on</strong>g> hence <str<strong>on</strong>g>the</str<strong>on</strong>g> main<br />
victim <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> ‘moral threat’ referred to by Commissi<strong>on</strong>er Oettinger above, is<br />
interesting <strong>on</strong> more than <strong>on</strong>e count because this is probably <str<strong>on</strong>g>the</str<strong>on</strong>g> EU country<br />
whose government has invested most in <str<strong>on</strong>g>the</str<strong>on</strong>g> new digital <str<strong>on</strong>g>ec<strong>on</strong>omy</str<strong>on</strong>g>. This led, in<br />
particular, to <str<strong>on</strong>g>the</str<strong>on</strong>g> ‘Industrie 4.0’ initiative, an important secti<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> which, <strong>on</strong><br />
employment (‘Arbeiten 4.0’), was launched <strong>on</strong> 22 April 2015 by German social<br />
affairs <str<strong>on</strong>g>and</str<strong>on</strong>g> employment minister Andrea Nahles (SPD) 19 . The minister<br />
expresses a degree <str<strong>on</strong>g>of</str<strong>on</strong>g> ‘social voluntarism’ designed to accompany <str<strong>on</strong>g>the</str<strong>on</strong>g> digital<br />
revoluti<strong>on</strong>, particularly by stressing <str<strong>on</strong>g>the</str<strong>on</strong>g> importance <str<strong>on</strong>g>of</str<strong>on</strong>g> developing ‘Decent,<br />
secure <str<strong>on</strong>g>and</str<strong>on</strong>g> health work; finding new ways to combine a high level <str<strong>on</strong>g>of</str<strong>on</strong>g><br />
employment with participati<strong>on</strong> in work; taking seriously workers’ changed<br />
individual preferences regarding <str<strong>on</strong>g>the</str<strong>on</strong>g>ir work <str<strong>on</strong>g>and</str<strong>on</strong>g> developing policies which<br />
enshrine a life-phase approach; ensuring that fair wages <str<strong>on</strong>g>and</str<strong>on</strong>g> social security in<br />
our social market <str<strong>on</strong>g>ec<strong>on</strong>omy</str<strong>on</strong>g> also apply to new forms <str<strong>on</strong>g>of</str<strong>on</strong>g> work; finding good<br />
soluti<strong>on</strong>s regarding initial <str<strong>on</strong>g>and</str<strong>on</strong>g> c<strong>on</strong>tinuing training which enable us to shape<br />
technological change <str<strong>on</strong>g>and</str<strong>on</strong>g> to help workers cope in a world <str<strong>on</strong>g>of</str<strong>on</strong>g> work characterised<br />
by greater diversity, disc<strong>on</strong>tinuity <str<strong>on</strong>g>and</str<strong>on</strong>g> uncertainty; ensuring that companies<br />
