And <strong>the</strong> strategic paths to be investigated to obtain better working conditions
must be based on <strong>the</strong> following elements.
— The legal arena:
– who are <strong>the</strong> contractual partners?
– employment relationships or independent contractors?
– ‘homeworkers’;
– applicable law <strong>and</strong> forum;
– terms <strong>and</strong> conditions <strong>of</strong> <strong>the</strong> platforms.
— Self-organisation:
– unions <strong>and</strong> collective bargaining;
– co-determination 46 .

Project with ETUI on “Work <strong>and</strong> social dialogue in <strong>the</strong> digital <strong>economy</strong>”; our task is to
prepare a paper setting out <strong>the</strong> challenges regarding <strong>the</strong> future <strong>of</strong> work <strong>and</strong> social
dialogue in <strong>the</strong> light <strong>of</strong> <strong>the</strong> digital <strong>economy</strong>. This paper is aimed at supporting an
internal brainstorming meeting <strong>of</strong> ETUC on this topic. Our task is to prepare <strong>the</strong>
preliminary paper <strong>and</strong> to deliver a report <strong>of</strong> <strong>the</strong> brainstorming meeting.
‘Digital Belgium’ is <strong>the</strong> action plan <strong>of</strong> <strong>the</strong> minister <strong>of</strong> <strong>the</strong> digital agenda,
telecommunications <strong>and</strong> post <strong>of</strong>fice, <strong>the</strong> Liberal Alex<strong>and</strong>er De Croo (Open-
VLD). Presented in April 2015, it sketches out a long-term digital vision <strong>of</strong> <strong>the</strong>
country <strong>and</strong> presents it in terms <strong>of</strong> a set <strong>of</strong> aims <strong>and</strong> targets designed to ensure
an improvement in Belgium’s position in digitalisation.
