<str<strong>on</strong>g>Digitalisati<strong>on</strong></str<strong>on</strong>g> <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> <str<strong>on</strong>g>ec<strong>on</strong>omy</str<strong>on</strong>g> <str<strong>on</strong>g>and</str<strong>on</strong>g> <str<strong>on</strong>g>its</str<strong>on</strong>g> <str<strong>on</strong>g>impact</str<strong>on</strong>g> <strong>on</strong> <strong>labour</strong> <strong>markets</strong><br />

2. The digital <str<strong>on</strong>g>ec<strong>on</strong>omy</str<strong>on</strong>g> <str<strong>on</strong>g>and</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> <strong>labour</strong><br />

market<br />

In discussi<strong>on</strong>s <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> digital <str<strong>on</strong>g>ec<strong>on</strong>omy</str<strong>on</strong>g> a distincti<strong>on</strong> is generally made between<br />

traditi<strong>on</strong>al firms that seek – with a greater or lesser degree <str<strong>on</strong>g>of</str<strong>on</strong>g> success – to adapt<br />

to <str<strong>on</strong>g>the</str<strong>on</strong>g> new technologies (teleworking, mobile working, community buildings)<br />

<str<strong>on</strong>g>and</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> ‘digital natives’ which are firms that came into existence with <str<strong>on</strong>g>and</str<strong>on</strong>g> as a<br />

result <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> new technologies <str<strong>on</strong>g>and</str<strong>on</strong>g> are characterised by a fundamentally<br />

different form <str<strong>on</strong>g>of</str<strong>on</strong>g> work organisati<strong>on</strong> that is ‘more agile, structured in project<br />

mode, more open <strong>on</strong> to an ecosystem, <str<strong>on</strong>g>and</str<strong>on</strong>g> much more efficient, in particular<br />

with regard to <str<strong>on</strong>g>the</str<strong>on</strong>g> spread <str<strong>on</strong>g>of</str<strong>on</strong>g> innovati<strong>on</strong>: open space, co-working sites, etc.<br />

(Mettling 2015: 8). This ‘agility’ relates to workplace, to working hours, <str<strong>on</strong>g>and</str<strong>on</strong>g><br />

also to <str<strong>on</strong>g>the</str<strong>on</strong>g> relati<strong>on</strong>ship <str<strong>on</strong>g>of</str<strong>on</strong>g> subordinati<strong>on</strong> between employer <str<strong>on</strong>g>and</str<strong>on</strong>g> employee. As<br />

will become apparent, <str<strong>on</strong>g>the</str<strong>on</strong>g> ‘agility’ in questi<strong>on</strong> is not necessarily or exclusively<br />

syn<strong>on</strong>ymous with greater freedom for <str<strong>on</strong>g>the</str<strong>on</strong>g> employee.<br />

This has an <str<strong>on</strong>g>impact</str<strong>on</strong>g> <strong>on</strong> management, as well as <strong>on</strong> <str<strong>on</strong>g>the</str<strong>on</strong>g> new forms <str<strong>on</strong>g>of</str<strong>on</strong>g> n<strong>on</strong>salaried<br />

work, i.e. <str<strong>on</strong>g>the</str<strong>on</strong>g> self-employed <str<strong>on</strong>g>and</str<strong>on</strong>g> freelance workers whose numbers are<br />

steadily increasing in <str<strong>on</strong>g>the</str<strong>on</strong>g> United States, <str<strong>on</strong>g>the</str<strong>on</strong>g> Ne<str<strong>on</strong>g>the</str<strong>on</strong>g>rl<str<strong>on</strong>g>and</str<strong>on</strong>g>s, Germany, France,<br />

<str<strong>on</strong>g>and</str<strong>on</strong>g> elsewhere.<br />

If – as was reaffirmed by <str<strong>on</strong>g>the</str<strong>on</strong>g> ETUC C<strong>on</strong>gress in 2015 – <str<strong>on</strong>g>the</str<strong>on</strong>g> noti<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> quality<br />

employment includes a decent wage, occupati<strong>on</strong>al health <str<strong>on</strong>g>and</str<strong>on</strong>g> safety provisi<strong>on</strong>,<br />

acceptable working c<strong>on</strong>diti<strong>on</strong>s, opportunities for training <str<strong>on</strong>g>and</str<strong>on</strong>g> promoti<strong>on</strong>; <str<strong>on</strong>g>and</str<strong>on</strong>g><br />

if a full-time <str<strong>on</strong>g>and</str<strong>on</strong>g> open-ended c<strong>on</strong>tract ‘for all’ is to remain <str<strong>on</strong>g>the</str<strong>on</strong>g> norm, <str<strong>on</strong>g>the</str<strong>on</strong>g>n <str<strong>on</strong>g>the</str<strong>on</strong>g><br />

<str<strong>on</strong>g>impact</str<strong>on</strong>g> <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> digital revoluti<strong>on</strong> <strong>on</strong> <strong>labour</strong> <strong>markets</strong> triggers numerous c<strong>on</strong>cerns.<br />

2.1 What will be <str<strong>on</strong>g>the</str<strong>on</strong>g> overall <str<strong>on</strong>g>impact</str<strong>on</strong>g> <strong>on</strong> <str<strong>on</strong>g>the</str<strong>on</strong>g> <str<strong>on</strong>g>ec<strong>on</strong>omy</str<strong>on</strong>g><br />

<str<strong>on</strong>g>and</str<strong>on</strong>g> <strong>labour</strong> <strong>markets</strong>?<br />

While all studies point out that this ‘revoluti<strong>on</strong>’ will entail a major <str<strong>on</strong>g>impact</str<strong>on</strong>g> <strong>on</strong><br />

<str<strong>on</strong>g>the</str<strong>on</strong>g> <strong>labour</strong> market, <str<strong>on</strong>g>the</str<strong>on</strong>g>y also stress that this <str<strong>on</strong>g>impact</str<strong>on</strong>g> will be differentiated<br />

according to sector <str<strong>on</strong>g>and</str<strong>on</strong>g> that <str<strong>on</strong>g>the</str<strong>on</strong>g> emerging new jobs will take many forms (see<br />

2.2 below). It is accordingly very difficult to effect any precise measurement <str<strong>on</strong>g>of</str<strong>on</strong>g><br />

specific future c<strong>on</strong>sequences over all occupati<strong>on</strong>s, all jobs, all sectors.<br />

A general overview <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> various areas <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>impact</str<strong>on</strong>g> would be as follows:<br />

<strong>—</strong> job creati<strong>on</strong>: new sectors, new products, new services;<br />

<strong>—</strong> job change: digitalisati<strong>on</strong>, human/intelligent machine interface, new<br />

forms <str<strong>on</strong>g>of</str<strong>on</strong>g> management;<br />
