According to IG Metall, this 4.0 industry remains very much <str<strong>on</strong>g>of</str<strong>on</strong>g> a black box.<br />

<str<strong>on</strong>g>Digitalisati<strong>on</strong></str<strong>on</strong>g>, it states, will indeed change <str<strong>on</strong>g>the</str<strong>on</strong>g> world, but in what directi<strong>on</strong>s<br />

remains highly uncertain 40 . Many important social aspects have to be clarified<br />

(work organisati<strong>on</strong>, training <str<strong>on</strong>g>and</str<strong>on</strong>g> skills, data security, working c<strong>on</strong>diti<strong>on</strong>s, etc.).<br />

IG Metall, accordingly, has decided to define <str<strong>on</strong>g>its</str<strong>on</strong>g> own priorities 41 which may be<br />

summed up as follows:<br />

Guaranteeing workers’ social rights in <str<strong>on</strong>g>the</str<strong>on</strong>g> digital world:<br />

<strong>—</strong> develop new forms <str<strong>on</strong>g>of</str<strong>on</strong>g> codeterminati<strong>on</strong> for <str<strong>on</strong>g>the</str<strong>on</strong>g> digital world, adapt <str<strong>on</strong>g>and</str<strong>on</strong>g><br />

enhance codeterminati<strong>on</strong> rights;<br />

<strong>—</strong> develop <str<strong>on</strong>g>and</str<strong>on</strong>g> implement comprehensive mobile working regulati<strong>on</strong>s;<br />

<strong>—</strong> establish participati<strong>on</strong> <str<strong>on</strong>g>and</str<strong>on</strong>g> protecti<strong>on</strong> rights for crowdworkers;<br />

<strong>—</strong> enhance employee data protecti<strong>on</strong>.<br />

Actively shaping technology <str<strong>on</strong>g>and</str<strong>on</strong>g> work organisati<strong>on</strong> design:<br />

<strong>—</strong> develop participatory company-level approach based <strong>on</strong> visi<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g><br />

humanely designed digital workplace;<br />

<strong>—</strong> develop competencies <str<strong>on</strong>g>of</str<strong>on</strong>g> part- <str<strong>on</strong>g>and</str<strong>on</strong>g> full-time <str<strong>on</strong>g>of</str<strong>on</strong>g>ficials;<br />

<strong>—</strong> encourage public debate, influence research policy;<br />

<strong>—</strong> c<strong>on</strong>tinue to develop occupati<strong>on</strong>al health <str<strong>on</strong>g>and</str<strong>on</strong>g> safety st<str<strong>on</strong>g>and</str<strong>on</strong>g>ards.<br />

Participati<strong>on</strong> in <str<strong>on</strong>g>the</str<strong>on</strong>g> digital work envir<strong>on</strong>ment – equal opportunities for all<br />

employees:<br />

<strong>—</strong> Training <str<strong>on</strong>g>and</str<strong>on</strong>g> CPD should become core strategic issues:<br />

– IG Metall should promote a visible <str<strong>on</strong>g>and</str<strong>on</strong>g> appropriate training policy<br />

publicly <str<strong>on</strong>g>and</str<strong>on</strong>g> at <str<strong>on</strong>g>the</str<strong>on</strong>g> collective bargaining table;<br />

– more active efforts should be made to promote training at company<br />

level.<br />

<strong>—</strong> Use <str<strong>on</strong>g>of</str<strong>on</strong>g> new ICT workplace learning methods <str<strong>on</strong>g>and</str<strong>on</strong>g> certificati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> skills<br />

acquired in <str<strong>on</strong>g>the</str<strong>on</strong>g> workplace.<br />

In April 2015 IG Metall set up an advisory body <strong>on</strong> <str<strong>on</strong>g>the</str<strong>on</strong>g> future <str<strong>on</strong>g>of</str<strong>on</strong>g> work (Beirat<br />

‘Zukunft der Arbeit’ 42 ) composed <str<strong>on</strong>g>of</str<strong>on</strong>g> experts from business, academia <str<strong>on</strong>g>and</str<strong>on</strong>g><br />

politics. The council is to meet twice a year, <str<strong>on</strong>g>its</str<strong>on</strong>g> task being to examine <str<strong>on</strong>g>and</str<strong>on</strong>g><br />

identify at an early stage <str<strong>on</strong>g>the</str<strong>on</strong>g> changes taking place in <str<strong>on</strong>g>the</str<strong>on</strong>g> world <str<strong>on</strong>g>of</str<strong>on</strong>g> <strong>labour</strong>, so as<br />

to be in a positi<strong>on</strong> to devise opti<strong>on</strong>s <str<strong>on</strong>g>and</str<strong>on</strong>g> seek answers to <str<strong>on</strong>g>the</str<strong>on</strong>g> key questi<strong>on</strong>s <strong>on</strong><br />

<str<strong>on</strong>g>the</str<strong>on</strong>g> future <str<strong>on</strong>g>of</str<strong>on</strong>g> jobs. This is <strong>on</strong>e way <str<strong>on</strong>g>of</str<strong>on</strong>g> providing practical accompaniment to <str<strong>on</strong>g>the</str<strong>on</strong>g><br />

initiative <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> employment <str<strong>on</strong>g>and</str<strong>on</strong>g> social affairs ministry in favour <str<strong>on</strong>g>of</str<strong>on</strong>g> quality<br />

employment in industry 4.0.<br />

With regard to crowdworkers – <str<strong>on</strong>g>and</str<strong>on</strong>g> by way <str<strong>on</strong>g>of</str<strong>on</strong>g> resp<strong>on</strong>se to <str<strong>on</strong>g>the</str<strong>on</strong>g> employer<br />

federati<strong>on</strong>s that c<strong>on</strong>sider that <str<strong>on</strong>g>the</str<strong>on</strong>g>se workers should not be subject to an excess<br />
