<str<strong>on</strong>g>Digitalisati<strong>on</strong></str<strong>on</strong>g> <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> <str<strong>on</strong>g>ec<strong>on</strong>omy</str<strong>on</strong>g> <str<strong>on</strong>g>and</str<strong>on</strong>g> <str<strong>on</strong>g>its</str<strong>on</strong>g> <str<strong>on</strong>g>impact</str<strong>on</strong>g> <strong>on</strong> <strong>labour</strong> <strong>markets</strong><br />

palette <str<strong>on</strong>g>of</str<strong>on</strong>g> digital instruments that enable <str<strong>on</strong>g>the</str<strong>on</strong>g>m to indulge, <strong>on</strong> dem<str<strong>on</strong>g>and</str<strong>on</strong>g>,<br />

whatever luxury whims or extravagances <str<strong>on</strong>g>the</str<strong>on</strong>g>y may choose: a driver, a pers<strong>on</strong>al<br />

assistant, a meal delivered to <str<strong>on</strong>g>the</str<strong>on</strong>g> door whenever <str<strong>on</strong>g>the</str<strong>on</strong>g>y feel disinclined to cook,<br />

some<strong>on</strong>e to walk <str<strong>on</strong>g>the</str<strong>on</strong>g>ir dog if <str<strong>on</strong>g>the</str<strong>on</strong>g> wea<str<strong>on</strong>g>the</str<strong>on</strong>g>r is too unpleasant to venture outdoors.<br />

The digital revoluti<strong>on</strong> looks set to deliver greater freedom to indulge every<br />

whim to some <str<strong>on</strong>g>and</str<strong>on</strong>g> an existence more akin to slavery to o<str<strong>on</strong>g>the</str<strong>on</strong>g>rs; more<br />

collaborati<strong>on</strong> to some, more competiti<strong>on</strong> to o<str<strong>on</strong>g>the</str<strong>on</strong>g>rs; more sharing to some, a<br />

more precarious livelihood to o<str<strong>on</strong>g>the</str<strong>on</strong>g>rs. The need to combat this risk lies at <str<strong>on</strong>g>the</str<strong>on</strong>g><br />

heart <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> trade uni<strong>on</strong> stakes in <str<strong>on</strong>g>the</str<strong>on</strong>g> digital revoluti<strong>on</strong> <str<strong>on</strong>g>and</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> social <str<strong>on</strong>g>and</str<strong>on</strong>g><br />

Summary <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> main issues examined in this study broken down into ‘strength/weakness’ <str<strong>on</strong>g>and</str<strong>on</strong>g><br />

‘opportunity/threat’ categories<br />

Strengths<br />

1. C<strong>on</strong>nected world, open systems, knowledge <str<strong>on</strong>g>ec<strong>on</strong>omy</str<strong>on</strong>g><br />

2. Networks, exchange, sharing <str<strong>on</strong>g>and</str<strong>on</strong>g> collaborati<strong>on</strong>, with access based<br />

<strong>on</strong> functi<strong>on</strong>ality ra<str<strong>on</strong>g>the</str<strong>on</strong>g>r than ownership<br />

3. Integrati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> industries <str<strong>on</strong>g>and</str<strong>on</strong>g> services: intelligent factories, energy<br />

systems, mobility, transport <str<strong>on</strong>g>and</str<strong>on</strong>g> cities <str<strong>on</strong>g>and</str<strong>on</strong>g> ‘optimised’ governance<br />

4. Automati<strong>on</strong>, robotisati<strong>on</strong>, learning machines<br />

5. Productivity, efficiency <str<strong>on</strong>g>and</str<strong>on</strong>g> pr<str<strong>on</strong>g>of</str<strong>on</strong>g>itability gains<br />

6. Zero marginal cost <str<strong>on</strong>g>ec<strong>on</strong>omy</str<strong>on</strong>g><br />

7. Innovative products <str<strong>on</strong>g>and</str<strong>on</strong>g> services, proliferati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> mobile apps to<br />

‘make life easier’<br />

8. New autoproducti<strong>on</strong> capacities, micro factories<br />

Opportunities<br />

1. New jobs (computer engineers <str<strong>on</strong>g>and</str<strong>on</strong>g> scientists, network experts, etc.)<br />

2. More ‘agile’ work organisati<strong>on</strong>; new forms <str<strong>on</strong>g>of</str<strong>on</strong>g> more flexible <str<strong>on</strong>g>and</str<strong>on</strong>g><br />

more aut<strong>on</strong>omous work<br />

3. Aboliti<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> repetititve <str<strong>on</strong>g>and</str<strong>on</strong>g> routine tasks<br />

4. Better erg<strong>on</strong>omics, help in performance <str<strong>on</strong>g>of</str<strong>on</strong>g> heavy or complex tasks<br />

5. New forms <str<strong>on</strong>g>of</str<strong>on</strong>g> collaborati<strong>on</strong> <str<strong>on</strong>g>and</str<strong>on</strong>g> cooperati<strong>on</strong> am<strong>on</strong>g workers<br />

6. Reshoring or <strong>on</strong>shoring (return <str<strong>on</strong>g>of</str<strong>on</strong>g> industries <str<strong>on</strong>g>and</str<strong>on</strong>g> new ‘smart’<br />

factories – <str<strong>on</strong>g>and</str<strong>on</strong>g> jobs – to <str<strong>on</strong>g>the</str<strong>on</strong>g>ir country <str<strong>on</strong>g>of</str<strong>on</strong>g> origin)<br />

7. Possibility <str<strong>on</strong>g>of</str<strong>on</strong>g> new ways <str<strong>on</strong>g>of</str<strong>on</strong>g> distributing productivity gains (working<br />

time reducti<strong>on</strong>)<br />

8. Possibilities <str<strong>on</strong>g>of</str<strong>on</strong>g> social emancipati<strong>on</strong>, change <str<strong>on</strong>g>of</str<strong>on</strong>g> ec<strong>on</strong>omic model<br />

geared to peer-to-peer <str<strong>on</strong>g>and</str<strong>on</strong>g> comm<strong>on</strong> goods (‘post-capitalist’ society)<br />

Weaknesses<br />

1. Jobless growth, jobless future<br />

2. Emergence <str<strong>on</strong>g>of</str<strong>on</strong>g> super powerful oligopolies, new world data masters<br />

3. C<strong>on</strong>centrati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> power <str<strong>on</strong>g>and</str<strong>on</strong>g> wealth in value chains (equivalent<br />

losses for o<str<strong>on</strong>g>the</str<strong>on</strong>g>r companies, sectors <str<strong>on</strong>g>and</str<strong>on</strong>g> countries)<br />

4. Frequent problems <str<strong>on</strong>g>of</str<strong>on</strong>g> (n<strong>on</strong>)-compliance with regulatory,<br />

administrative, <strong>labour</strong> <str<strong>on</strong>g>and</str<strong>on</strong>g> taxati<strong>on</strong> st<str<strong>on</strong>g>and</str<strong>on</strong>g>ards<br />

5. Protecti<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> pers<strong>on</strong>al data exposed to intrinsic risks<br />

6. ‘Algorithmisati<strong>on</strong>’ <str<strong>on</strong>g>of</str<strong>on</strong>g> individual behaviour, work <str<strong>on</strong>g>and</str<strong>on</strong>g> c<strong>on</strong>sumer<br />

hab<str<strong>on</strong>g>its</str<strong>on</strong>g>, social <str<strong>on</strong>g>and</str<strong>on</strong>g> cultural preferences; normalisati<strong>on</strong> <str<strong>on</strong>g>and</str<strong>on</strong>g><br />

st<str<strong>on</strong>g>and</str<strong>on</strong>g>ardisati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> individual<br />

7. Hollowing out <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> middle classes <str<strong>on</strong>g>and</str<strong>on</strong>g> polarisati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> society<br />

between a reduced number <str<strong>on</strong>g>of</str<strong>on</strong>g> ‘top-<str<strong>on</strong>g>of</str<strong>on</strong>g>-<str<strong>on</strong>g>the</str<strong>on</strong>g>-scale’ workers <str<strong>on</strong>g>and</str<strong>on</strong>g> a<br />

mass <str<strong>on</strong>g>of</str<strong>on</strong>g> ‘bottom-<str<strong>on</strong>g>of</str<strong>on</strong>g>-<str<strong>on</strong>g>the</str<strong>on</strong>g>-scale’ workers<br />

8. Under-investment <str<strong>on</strong>g>and</str<strong>on</strong>g> under-utilisati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> digital tools for <str<strong>on</strong>g>the</str<strong>on</strong>g><br />

social emancipati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> low-income secti<strong>on</strong>s <str<strong>on</strong>g>of</str<strong>on</strong>g> society<br />

Threats<br />

1. Massive destructi<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> medium-skilled jobs (computerisati<strong>on</strong>)<br />

2. Intensificati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> ‘anytime, anywhere’ work; blurring <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g><br />

boundary between private life <str<strong>on</strong>g>and</str<strong>on</strong>g> working life leading to stress<br />

<str<strong>on</strong>g>and</str<strong>on</strong>g> burnout<br />

3. Loss <str<strong>on</strong>g>of</str<strong>on</strong>g> c<strong>on</strong>trol by workers <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g>ir own expertise <str<strong>on</strong>g>and</str<strong>on</strong>g> know-how<br />

<str<strong>on</strong>g>and</str<strong>on</strong>g> free will (becoming <str<strong>on</strong>g>the</str<strong>on</strong>g> tool <str<strong>on</strong>g>of</str<strong>on</strong>g> a machine)<br />

4. Digital management, policing <str<strong>on</strong>g>of</str<strong>on</strong>g> workers, risk <str<strong>on</strong>g>of</str<strong>on</strong>g> mutual loss <str<strong>on</strong>g>of</str<strong>on</strong>g><br />

trust between employees <str<strong>on</strong>g>and</str<strong>on</strong>g> management<br />

5. Precarisati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> jobs <str<strong>on</strong>g>and</str<strong>on</strong>g> statuses, total dependence <strong>on</strong> ‘data<br />

masters’; ‘servificati<strong>on</strong>’<br />

6. Weakening <str<strong>on</strong>g>of</str<strong>on</strong>g> collective acti<strong>on</strong> <str<strong>on</strong>g>and</str<strong>on</strong>g> industrial relati<strong>on</strong>s<br />

7. Skills <str<strong>on</strong>g>and</str<strong>on</strong>g> training/<strong>labour</strong> dem<str<strong>on</strong>g>and</str<strong>on</strong>g> mismatch<br />

8. Exacerbati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> inequality, wage stagnati<strong>on</strong><br />

9. ‘Digital Taylorism’ <str<strong>on</strong>g>and</str<strong>on</strong>g> emergence <str<strong>on</strong>g>of</str<strong>on</strong>g> a class <str<strong>on</strong>g>of</str<strong>on</strong>g> digital galley<br />

workers (crowd sourcing); world competiti<strong>on</strong> am<strong>on</strong>g workers for all<br />

jobs not requiring face-to-face c<strong>on</strong>tact<br />

10. Erosi<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> tax base <str<strong>on</strong>g>and</str<strong>on</strong>g> social insurance financing<br />
