Criteria<br />

Commentary<br />

Infrastructure • The existence of appropriate infrastructure: availability of land for<br />

plant development, power, water, transportation (particularly for bulk<br />

commodities), labour, accommodation; or the ease with which the<br />

infrastructure can be provided, or accessed.<br />

• All necessary infrastructure to support the UHG mine is in place at either the<br />

mine site or at the UHG mine industrial area. Power is supplied from an onsite<br />

coal fired power station, and also from the transmission line connected to the<br />

Mongolian power grid. Water is supplied from a nearby bore field. The workforce<br />

is accommodated in a purpose built camp or in housing provided in the nearby<br />

communities.<br />

Costs • The derivation of, or assumptions made, regarding projected capital<br />

costs in the study.<br />

• The methodology used to estimate operating costs.<br />

• Allowances made for the content of deleterious elements.<br />

• The derivation of assumptions made of metal or commodity price(s), for<br />

the principal minerals and co- products.<br />

• The source of exchange rates used in the study.<br />

• Derivation of transportation charges.<br />

• The basis for forecasting or source of treatment and refining charges,<br />

penalties for failure to meet specification, etc.<br />

• The allowances made for royalties payable, both Government and private.<br />

• Project capital cost estimates for mining plant and equipment have been<br />

provided by MMC.<br />

• Operating cost estimates have been provided from MMC’s assessment of<br />

existing operating costs incurred in the operation and also from MMC’s mining<br />

contractor.<br />

— Actual mining contractor coal mining costs were provided and applied in<br />

the study in $/bcm; however for presentation in Table 5.8 (in Report No.<br />

ADV-MN-00132 ‘Statement of Open Cut Coal Reserves as at 30 November<br />

2015 dated March 2016) RPM converted to $/t ROM using the weight<br />

average relative density of coal in the pit shells).<br />

• Coal processing costs are based on those actually being incurred in the existing<br />

CHPP operation.<br />

• Government royalty costs are based on currently legislated rates applicable to<br />

the forecast sales prices of UHG product coal. There are no private royalties<br />

payable.<br />
