DOPING CONTROL<br />
The Medical Programme was responsible for planning and delivering a<br />
venue-based first-aid, emergency first response and transfer service to all<br />
persons within official Games venues. In addition, a dedicated hospital<br />
network was established to provide more specialised care to accredited<br />
members of the South Asian Games Family. Prominent hospitals like<br />
GNRC, Down Town Hospital, Pratiksha Hospital, Arya Hospital in<br />
Guwahati and NEIGHRIMS, Civil Hospital Shillong were designated<br />
for definitive medical care of participants, Team Officials, Technical<br />
Delegates, members of the SAOC and Games Family.<br />
The mission of the Doping Control FA was to implement an effective<br />
doping control programme at the Games. The OC SAG 2016, conducted<br />
the doping control programme as per the tenets of the SAOC Anti-<br />
Doping Standard which was approved by the World Anti-Doping<br />
Agency.<br />
The Medical Programme successfully delivered by way of:<br />
• Medical centres at stadia (both competition and training venues)<br />
• Medical coverage (first aid posts and ambulance) for road races<br />
(Cycling, Marathon, and Walk)<br />
• First aid posts for spectators at competition venues<br />
• Health care transportation (ambulance) arrangements.<br />
No legal challenge was lodged by any athlete or by any other stakeholder<br />
during the Games. The Doping Control programme was conducted in<br />
accordance with International Standard for Testing and was monitored by a<br />
team of Independent Observers from the National Anti-Doping Agency. A total<br />
of 179 samples were tested at NDTL, New Delhi.<br />
Recommendations<br />
• Doping Control should be independent from the Medical FA. This is<br />
important when the international body, governing anti doping aspects of the<br />
Games, is autonomous.<br />
• Dedicated medical facilities should be created at Airports, Railway Stations<br />
etc.<br />
Comprehensive and best available medical support services in two cities were<br />
made available by Medical and Dope Control FA. 179 samples were taken for<br />
Dope test and only 3 adverse reports were found.<br />
