Empowered Security<br />

Committee<br />

Security in such a major international event<br />

is always the top most priority and to ensure<br />

that there is no room for lapses in the security<br />

arrangements for the Games an empowered<br />

Security Committee was constituted by Minister<br />

of Youth Affairs & Sports, Government of India<br />

& Chairman OC-SAG with Chief Secretary,<br />

Assam as the Chairperson and Chief Secretary,<br />

Meghalaya as Co-chairperson. The Committee<br />

was set up to review all security matter pertaining<br />

to the Games and had Secretary Sports - GoI,<br />

Secretary (Internal Security) Ministry of Home<br />

Affairs – GoI, Principal Secretaries of Assam &<br />

Meghalaya and DGPs of Assam & Meghalaya<br />

as members with CEO OC-SAG as the convener.<br />

For implementation of every security measure<br />

separate Sub-committees under the Chairmanship<br />

of DGP Assam and DGP Meghalaya were set up<br />

in Guwahati and Shillong respectively. The subcommittee’s<br />

consisted of Jt.Director (IB Assam &<br />

Meghalaya), Commissioner of Police (Guwahati),<br />

Deputy Commissioner(Guwahati & Shillong),<br />

Municipal Commissioner (Guwahati) & SSP<br />

(Shillong) as members. Jt.CEO in Guwahati &<br />

CEO in Shillong was appointed as the conveners<br />

of these sub-committes. The empowered Security<br />

Committee ensured that all the security concerns<br />

at any point of time were addressed immediately,<br />

thereby, ensuring complete security for the<br />

Games.<br />

Monitoring Mechanism<br />

When delivering an event of this magnitude it became<br />

imperative to review and monitor the progress of<br />

works at each and every step. A robust reviewing<br />

and monitoring mechanism was put in place in this<br />

regard, a weekly progress report was prepared for<br />

the senior management every week and fortnightly<br />

updates on the Games Master Schedule were<br />

made to review the progress of works. In addition,<br />

periodic review meetings were held by the CEO<br />

where detailed presentations were made regarding<br />

all functional areas indicating the progress made<br />

and the issues faced. The review meetings were<br />

instrumental in flagging the issues in a timely<br />

manner and a lot of crisis moments during the<br />

planning phase could be averted due to quick<br />

resolution of issues in the review meetings.<br />

Thus, it is fair to say that the institutional<br />

mechanism put in place in the form of Executive<br />

Committee, Finance Committee, Infrastructure<br />

Committee, Games Technical Conduct Committee,<br />

Empowered Security Committee and the<br />

review meetings was the most decisive factor in<br />

Games planning, which enabled the Organising<br />

Committee to be able to plan for the best South<br />

Asian Games ever, in a short span of time.<br />
