Non-Competition Venues were managed through<br />

the Cleaning and Waste Management services<br />

provided by the contractors and the municipal<br />

cooperation’s of Guwahati and Shillong.<br />

Recommendations:<br />

• The scoping of the overlays should be done<br />

with utmost care and all the stakeholders who<br />

will be using the venue during the Games Time<br />

should be consulted before placing the final<br />

order.<br />

• Handover of the venues for an event of this<br />

magnitude from the venue owner needs to be<br />

taken at least two months in advance.<br />

• Venue Specific trainings and drills need to be<br />

conducted for the workforce and volunteers so<br />

as to better acquaint them with the venue for<br />

smooth operations during the Games time.<br />

• Weather conditions of a city should be taken<br />

into consideration and plans may be devised<br />

accordingly to maintain temperatures as per<br />

requirements<br />

VOLUNTEERS<br />

The Volunteers Functional Area was primarily<br />

responsible for recruitment, training, and placement<br />

of Volunteers to various FAs and to provide all<br />

possible support to the volunteers for their ease<br />

of functioning for the Games. Applications for<br />

the volunteer programme were invited online<br />

as well as by placing advertisements in leading<br />

local dailies of the North East region. All the<br />

leading colleges in Guwahati, Shillong as well as<br />

the North East were contacted for engaging the<br />

youth of the region in this event of national pride.<br />

Organisations like NSS, NCC and NGOs were also<br />

contacted for the volunteer programme. In total<br />

4000+ applications were received for the volunteers<br />

program out of which 2718 were engaged for the<br />

Games. The training of the volunteers commenced<br />

on 6th January 2016; general training was followed<br />

up with role specific training, which was carried<br />

out by representatives from the various functional<br />

areas. The volunteers were also given a uniform<br />

which comprised of a track suit, a pair of T-shirts<br />

and shoes. The volunteers were instrumental in the<br />

success of the Games and formed the back bone of<br />

the whole system. To recognize their contribution a<br />

volunteer parade was conducted during the Closing<br />

Ceremony of the Games.<br />

Recommendations:<br />

• Each functional area should take care of the<br />

attendance of the volunteers assigned to them on<br />

its own and share the final attendance with the<br />

Volunteers FA on a daily basis.<br />

• Terms and conditions for being a volunteer<br />

should be well communicated with all the<br />

volunteers.<br />

• Distribution of Accreditation cards and volunteer<br />

uniforms should be done in a phased manner and<br />

at least one week before the Games time.<br />

• Volunteers should be called for duty a few days<br />

in advance from the Games time in order to<br />

acquaint them with the venues and duties.<br />
