Partnering for the Public’s <strong>Health</strong><br />

RECOMMENDATIONS FOR SYSTEM PRIORITIES<br />

The 10 Essential Public <strong>Health</strong> Services are intended to represent the<br />

core functions <strong>of</strong> public health. As outlined below, they serve as the<br />

underlying foundation that supports the planning, delivery and<br />

evaluation <strong>of</strong> public health practice. The public health core functions and<br />

10 essential services include:<br />

ASSESSMENT<br />

ES1 Monitor health status to identify and solve community<br />

health problems.<br />

ES2 Diagnose and investigate health problems and health<br />

hazards in the community.<br />

POLICY DEVELOPMENT<br />

ES3 Inform, educate and empower people about health issues.<br />

ES4 Mobilize community partnerships and action to identify<br />

and solve health problems.<br />

ES5 Develop policies and plans that support individual and<br />

community health efforts.<br />

ASSURANCE<br />

ES6 Enforce laws and regulations that protect health and<br />

ensure safety.<br />

ES7 Link people to needed personal health services and ensure<br />

the provision <strong>of</strong> health care when otherwise unavailable.<br />

ES8 Assure a competent public and personal health care<br />

workforce.<br />

ES9 Evaluate effectiveness, accessibility, and quality <strong>of</strong> person<br />

and population-based health services.<br />

ES10 Research for new insights and innovative solutions to<br />

health problems.<br />

Public health system partners that contribute to the delivery <strong>of</strong> these<br />

services in every community in <strong>Indiana</strong> must have a strong infrastructure<br />

to effectively meet health goals and improve health outcomes <strong>of</strong> the<br />

populations they serve.
