4 Market for POL products Except for LPG, there is a surplus for other petroleum products. Further<br />

expansion of refinery capacity will increase the surplus appreciably,<br />

finding a market for which will be a challenge.<br />

5 Limited production of LPG Refineries have not been able to produce enough LPG to meet local<br />

demand. In fact, LPG shortage has been escalating ever since. The<br />

limited LPG processing capacity of refineries in the region is a big<br />

challenge.<br />

6 Storage and coverage of LPG State-wise LPG storage figures in the Northeast in terms of number of<br />

days are not very encouraging, at present. The storage capacity is<br />

even worse for Arunachal Pradesh, Nagaland, Meghalaya, Tripura<br />

and Mizoram, which have 0-2 days’ storage capacity.<br />

All-India LPG coverage is estimated at 65-70%, whereas it is only<br />

59% in NER, much lower than the national average.<br />

7 IOCL Digboi-specific issue Encroachment on refinery property at Digboi: Digboi refinery is<br />

facing a serious problem of illegal/ unauthorised encroachment in<br />

and around Digboi, including periphery of oil installations of IOCL<br />

such as the refinery, new tank farm (NTF), nazirating water line and<br />

the Digboi-Tinsukia product pipeline (DTPL). Encroachment over any<br />

petroleum product pipeline is a grave safety and security hazard. Any<br />

serious accident in the pipeline can hugely impact life and property.<br />

Delay in construction of the new tank farm and loading gantry at<br />

Digboi due to land ownership issue: IOCL is building a new<br />

terminal at Golai near Digboi refinery on a land acquired by it. NOC<br />

from deputy commissioner, Tinsukia was obtained in May 2010<br />

following which construction work commenced for the Rs 250 crore<br />

project. The local military authority (LMA) claimed that a portion of<br />

land totalling 3.03 acres within the proposed terminal belonged to the<br />

army. The LMA has also made a simultaneous claim on an additional<br />

38.11 acres, under possession of IOCL, as defence land.<br />

BG railfed petroleum storage depot at Moinarband (Silchar):<br />

Acquisition of 2.56 acres for the approach road is under litigation. The<br />

state government may expedite handing over of this portion of land. The<br />

project is also awaiting EC from Pollution Control Board, Assam.<br />
