The ratio of requirement of executive to staff is 1:4, which shows that there is a large impending<br />

requirement of employees at the staff level in the Northeast, with more than 75% of demand coming<br />

from production, engineering and drilling related services.<br />

8.5.1 Supply of manpower<br />

We have calculated the workforce required for E&P activities and passing out from professional<br />

institutions as stated above in NER on an annual basis. For this, we have looked into the student<br />

intake data of universities/ engineering colleges, diploma colleges and ITIs located in NER. The<br />

detailed breakup is shown in the table below:<br />

8.6 Estimation of employment generation across upstream, midstream and<br />

downstream segments in NER<br />

We have estimated the employment generation (based on additional requirement and replacement)<br />

that would entail the Oil & Gas development activities in the Northeast at the end of 2029-30. For each<br />

of the upstream, midstream and downstream segments, employment generation has been estimated<br />

separately.<br />

8.7 Initiatives by central government/ state government<br />

8.7.1 Premier institutes to cater to oil & gas sector<br />

Institute of Information Technology and Advanced Sciences (IIITAS)<br />

The Assam government, in partnership with Tata Group and Oil India Ltd (OIL), has set up IIITAS.<br />

Emphasis will be on industry-interface research & development (R&D) relevant to Assam, besides<br />

skill development, helping the state’s youth to be employable. While the Centre will hold a 57.5%<br />
